Book excerpt: Over the past 30 years Robert Dingwall has published an influential series of articles on the professions, especially law and medicine. This represents a substantial and coherent body of work in an important sub-discipline of sociology. This volume assembles the best of these writings in one single accessible place. The ten essays are republished in their original form, each bearing the traces of the time and place it was written. In sum, they provide a fascinating account of an academic journey. They are introduced with a foreword from the author, who places the work in context and offers some thoughts about how the work might be used by scholars in developing the field, to evaluate, for example, the effects of the New Labour period on professional autonomy. The essays will be indispensable to sociologists with a general interest in the professions and to scholars of law, medicine and business.

Available in PDF, EPUB and Kindle. Book excerpt: This study provides a comprehensive analysis of credit rating economics and draws conclusions on the nature of regulation. It starts with an overview of the credit rating industry and introduces a framework that structures multiple rating agency functions. At the heart of the credit rating business model lies the reputation mechanism, which is analyzed in detail. After analyzing the reputation mechanism, the study takes a wider look at the industry and identifies the forces behind credit rating supply and demand. From an industrial organization perspective competition in the credit rating industry is limited. A comprehensive review of potential reasons for regulating the credit rating industry, however, reveals that there are only few compelling arguments. The regulatory approaches of the EU under the Capital Requirements Directive of 2005 and the USA under the Credit Rating Agency Reform Act of 2006 are contrasted against an optimal regulatory regime.

This book was released on 2013-12-04 with total page 32 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Charity Commission did not properly consider whether The Cup Trust met the key legal requirement of being within the jurisdiction of the High Court of England and Wales before registering it as a charity in 2009, and was slow in handling the case. Earlier this year, the Public Accounts Committee concluded that The Cup Trust had been set up as a tax avoidance scheme. The Cup Trust submitted claims for £46 million Gift Aid on £176 million of payments from participants to the scheme, but gave just £152,292 to charitable causes between April 2009 and March 2013. The Gift Aid claims have not been paid. The Charity Commission did not give sufficient consideration to issues which might have enabled it to open a statutory inquiry into the Cup Trust in March 2011, and that it was slow to appreciate the potential impact of the case on public confidence in charities, which it has a statutory duty to increase. The Charity Commission did not take sufficient account of the scale and nature of the tax avoidance scheme in its case strategy, was narrowly focused on the legal position and paid insufficient attention to the wider issues of public detriment, which it would have been appropriate to pursue further.

Book excerpt: Reforms at Risk is the first book to closely examine what happens to sweeping and seemingly successful policy reforms after they are passed. Most books focus on the politics of reform adoption, yet as Eric Patashnik shows here, the political struggle does not end when major reforms become enacted. Why do certain highly praised policy reforms endure while others are quietly reversed or eroded away? Patashnik peers into some of the most critical arenas of domestic-policy reform--including taxes, agricultural subsidies, airline deregulation, emissions trading, welfare state reform, and reform of government procurement--to identify the factors that enable reform measures to survive. He argues that the reforms that stick destroy an existing policy subsystem and reconfigure the political dynamic. Patashnik demonstrates that sustainable reforms create positive policy feedbacks, transform institutions, and often unleash the ''creative destructiveness'' of market forces. Reforms at Risk debunks the argument that reforms inevitably fail because Congress is prey to special interests, and the book provides a more realistic portrait of the possibilities and limits of positive change in American government. It is essential reading for scholars and practitioners of U.S. politics and public policy, offering practical lessons for anyone who wants to ensure that hard-fought reform victories survive.
