Available in PDF, EPUB and Kindle. Book excerpt: This Technical Report discusses the results of the Public Investment Management Assessment (PIMA), including the Climate module, for Rwanda, undertaken in 2022. The Rwandan government has placed significant emphasis on public investment to support the country’s economic transformation, and investment has accelerated in recent years. The country performs well in the design and effectiveness of its public investment management institutions, in planning and coordination, but has mixed results in allocation and implementation, as evidenced by the stalling and abandonment of some projects. Infrastructure development is also a crucial component of the country's climate change adaptation strategy. Rwanda's Nationally Determined Contribution outlines measures to address climate change, with an estimated cost of over USD 5.3 billion (55 percent of GDP) by 2030. Rwanda already performs strongly in climate change-aware planning, with a well-designed and effective system for integrating climate change considerations in national and sectoral planning processes. However, there is room to enhance project appraisal and selection processes by incorporating climate change mitigation and adaptation criteria. Many important documents and data remain unpublished, such as the Fiscal Risk Review, project costs, and selection criteria, reducing accountability and scrutiny.

Available in PDF, EPUB and Kindle. Book excerpt: Uganda has achieved significant improvements in public investment management over the last few years. The new IMF Public Investment Management Assessment (PIMA) report shows that Uganda is well ahead of its comparators in many aspects of public investment management, in particular in institutional design. A number of important measures have been undertaken, including giving the Development Committee a strong role as a gatekeeper for new investment proposals, the establishment of the Projects Analysis and Public Investment Department, and development of guidelines and manuals to improve the quality of project preparation and appraisal. Many reforms are fairly recent and are not fully institutionalized, so there is a clear need to continue and to further strengthen public investment management in Uganda. The IMF and other development partners are active partners to the government in pursuing these reforms.

This book was released on 2021-06-18 with total page 86 pages. Available in PDF, EPUB and Kindle. Book excerpt: Barbados has made good progress in implementing its Economic Recovery and Transformation (BERT) plan to restore fiscal and debt sustainability, rebuild reserves, and increase growth. International reserves have increased to US$1.3 billion at end-March 2021, supported by IFI loans. This, and a successful 2018-19 public debt restructuring, have helped rebuild confidence in the country’s macroeconomic framework. However, a virtual standstill in the tourism sector during the pandemic took a significant toll in 2020, with the economy contracting by 18 percent. While Barbados was successful in containing the outbreak during 2020, a surge in COVID-19 cases in early 2021 resulted in the country’s second national lockdown in February. Economic growth is projected at 3 percent for 2021 premised on a modest recovery of tourism in the second half of the year, but the outlook remains highly uncertain, and risks are elevated, also in light of the possible impact of recent volcanic activity in neighboring Saint Vincent.

Available in PDF, EPUB and Kindle. Book excerpt: There has been a rapid expansion of academic interest and publications on polycentricity. In the contemporary world, nearly all governance situations are polycentric, but people are not necessarily used to thinking this way. Governing Complexity provides an updated explanation of the concept of polycentric governance. The editors provide examples of it in contemporary settings involving complex natural resource systems, as well as a critical evaluation of the utility of the concept. With contributions from leading scholars in the field, this book makes the case that polycentric governance arrangements exist and it is possible for polycentric arrangements to perform well, persist for long periods, and adapt. Whether they actually function well, persist, or adapt depends on multiple factors that are reviewed and discussed, both theoretically and with examples from actual cases.
