Book Synopsis Reforming Parliamentary Democracy by : F. Leslie Seidle
Download or read book Reforming Parliamentary Democracy written by F. Leslie Seidle and published by McGill-Queen's Press - MQUP. This book was released on 2003 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: Parliamentary government's continuity is rooted in enduring principles such as citizen representation and accountability to the legislature. But parliamentary systems have evolved in response to changes in the societies they govern and in citizens' views about democratic practices. In this title, the authors demonstrate how, in their respective countries, parliamentary governments have combined stability with the capacity to adapt to such changes. They provide analyses of reforms to parliamentary institutions and governance in Canada, the United Kingdom, Australia, New Zealand, and South Africa. The authors address issues of representation - the move to a proportional electoral system in New Zealand, the unsuccessful attempt to establish a domestic head of state in Australia, and the reform of the British House of Lords - and demonstrate that citizens increasingly want legislative institutions to more closely reflect the societies they serve. To discuss responsiveness, the governance of indigenous communities and their place within the broader society in Canada and New Zealand are examined.

Book Synopsis Quebec and Canada in the New Century by : Michael Murphy
Download or read book Quebec and Canada in the New Century written by Michael Murphy and published by School of Policy Studies Queen's University. This book was released on 2007 with total page 338 pages. Available in PDF, EPUB and Kindle. Book excerpt: After the Quiet Revolution policies in Quebec society were driven by a discourse of sovereignty and Quebec nation-building that fundamentally challenged the legitimacy and integrity of the Canadian federation. Since the 1995 referendum a different set of priorities has come to the fore in Quebec society - health care, education, employment and economic development, security, and the environment. These are the same issues that dominate the public agenda across the country. Canada: The State of the Federation 2005 explores the significance of this shift - is it a temporary period of calm or an essential realignment of Quebec's relationships with Canada and the rest of the world? Can the abatement of overt nationalist sentiment be attributed to the success of nationalist policies themselves, particularly those relating to the French language? Authors in this volume examine the political economy of Quebec nationalism, the impact of regional and global integration, the rise of new social movements, political party dynamics, the increasingly multicultural character of urban Quebec, and the shifting intergovernmental dynamics in the federation.
Book Synopsis Competency Management in the Public Sector by : Instituut voor de Overheid
Download or read book Competency Management in the Public Sector written by Instituut voor de Overheid and published by IOS Press. This book was released on 2002 with total page 212 pages. Available in PDF, EPUB and Kindle. Book excerpt: Annotation Competency Management is increasingly being adopted as an approach to HRM in both the private and public sectors. This book will be of interest to both practitioners and academics as it seeks to inform the reader about the practice of competency management in European public services. It throws light on the origins and meanings of the concept and traces the competency movement from the 1980s in the UK and USA. It links competency management to performance management and HRM and demonstrates how a competency approach can add value to all parts of an organisation. The nine country studies provide a rich insight into the practices found across the public sectors of Europe. At one end of the spectrum is Britain with its holistic approach to competency management in the Senior Civil Service and widespread use throughout the rest of the service. Belgium, the Netherlands and Finland provide further examples of recent developments and good practice. In France and Germany, however, competency management has only just appeared on the reform agenda and the reasons for this are identified. Micro studies in Italy and Sweden provide an insight into the problems that arise when the perceptions of reformers diverge from those of managers and managed, while the study of Poland shows the problems faced by countries in transition which lack an appropriate educational sub-structure for public management and HRM.

Book excerpt: Use of and trade in wildlife is a fact of life for human society around the globe. Article IV of the CITES Convention requires that exporting countries restrict trade in Appendix II species to levels that are not detrimental either to species? survival, or to their role within the ecosystems in which they occur (known as the ?non-detriment finding?). Based on two workshops convened by IUCN to develop some pragmatic assistance for Scientific Authorities, this publication presents the background to the development of the non-detriment finding checklist and explains how the checklist itself is designed to work, in the hope that Scientific Authority staff will take and develop the parts of the approach that they find useful.

Book Synopsis Accounting for Culture by : Caroline Andrew
Download or read book Accounting for Culture written by Caroline Andrew and published by University of Ottawa Press. This book was released on 2005-03-30 with total page 304 pages. Available in PDF, EPUB and Kindle. Book excerpt: Many scholars, practitioners, and policy-makers in the cultural sector argue that Canadian cultural policy is at a crossroads: that the environment for cultural policy-making has evolved substantially and that traditional rationales for state intervention no longer apply. The concept of cultural citizenship is a relative newcomer to the cultural policy landscape, and offers a potentially compelling alternative rationale for government intervention in the cultural sector. Likewise, the articulation and use of cultural indicators and of governance concepts are also new arrivals, emerging as potentially powerful tools for policy and program development. Accounting for Culture is a unique collection of essays from leading Canadian and international scholars that critically examines cultural citizenship, cultural indicators, and governance in the context of evolving cultural practices and cultural policy-making. It will be of great interest to scholars of cultural policy, communications, cultural studies, and public administration alike.

The content of the book falls into three broad sections: indicators usage and policy-making; methodological and conception issues; and case studies of policy indicators.
