Book excerpt: In 1943, Lebanon gained its formal political independence from France; only after two more decades did the country finally establish a national central bank. Inaugurated on April 1, 1964, the Banque du Liban (BDL) was billed by Lebanese authorities as the nation's primary symbol of economic sovereignty and as the last step towards full independence. In the local press, it was described as a means of projecting state power and enhancing national pride. Yet the history of its founding—stretching from its Ottoman origins in mid-nineteenth century up until the mid-twentieth—tells a different, more complex story. Banking on the State reveals how the financial foundations of Lebanon were shaped by the history of the standardization of economic practices and financial regimes within the decolonizing world. The system of central banking that emerged was the product of a complex interaction of war, economic policies, international financial regimes, post-colonial state-building, global currents of technocratic knowledge, and private business interests. It served rather than challenged the interests of an oligarchy of local bankers. As Hicham Safieddine shows, the set of arrangements that governed the central bank thus was dictated by dynamics of political power and financial profit more than market forces, national interest or economic sovereignty.

This atlas sheds light on these new challenges and adds new data that complete the analyses already published in the Atlas du Liban. Territoires et société (Atlas of Lebanon. Territories and Society) released in 2007 by the same research team. Some of its components are included in this edition. Beyond the international regional crisis and the population movements, it takes into account Lebanon’s socio-economic dimensions, the environmental issues linked to uncontrolled urbanization and to natural risks, as well as conflicts due to local territorial management. This atlas is the result of a collaborative endeavor between French and Lebanese researchers. It uses a geographical approach that puts in the foreground a spatial analysis of social and natural phenomena. Public sources are scarce in Lebanon, especially at the local scale. They are sometimes less reliable and difficult to access. It is particularly the case for the Lebanese census data, conversely data are abundantly available on the refugees population, which is less known than the population of refugees. International data help compare Lebanon to its neighbors. Thematic data produced by some ministries are helpful to provide a detailed view regarding specific domains. Analyses processed on aerial and satellite images have produced essential data on urbanization and environment. Local thematic fieldwork surveys have provided additional data. The book consists of seven chapters. The first one deals with the territorial state-building seen in the light of regional geopolitics, and emphasizes internal violence and the reemergence of militias and armed groups that fight each other and the state army. Lebanon is once again perceived as a territory divided between multiple allegiances. The second chapter is devoted to the analysis of population dynamics, despite the lack of reliable data whose sources are subject to discussion. Lebanon's location at the crossroads of the Mediterranean Basin and the Arabian hinterland facilitated its rich history and shaped a cultural identity of religious and ethnic diversity. At just 10,452 km2 (4,036 sq. mi.), it is the smallest recognized sovereign state on the mainland Asian continent. The earliest evidence of civilization in Lebanon dates back more than seven thousand years, predating recorded history. Lebanon was the home of the Canaanites/Phoenicians and their kingdoms, a maritime culture that flourished for over a thousand years (c. 1550-539 BC). In 64 BC, the region came under the rule of the Roman Empire, and eventually became one of the Empire's leading centers of Christianity. In the Mount Lebanon range a monastic tradition known as the Maronite Church was established. As the Arab Muslims conquered the region, the Maronites held onto their religion and identity. However, a new religious group, the Druze, established themselves in Mount Lebanon as well, generating a religious divide that has lasted for centuries. During the Crusades, the Maronites re-established contact with the Roman Catholic Church and asserted their communion with Rome. The ties they established with the Latins have influenced the region into the modern era.The region eventually was ruled by the Ottoman Empire from 1516 to 1918. Following the collapse of the empire after World War I, the five provinces that constitute modern Lebanon came under the French Mandate of Lebanon. The French expanded the borders of the Mount Lebanon Governorate, which was mostly populated by Maronites and Druze, to include more Muslims. Lebanon gained independence in 1943, establishing confessionalism, a unique, Consociationalism-type of political system with a power-sharing mechanism based on religious communities. Bechara El Khoury, President of Lebanon during the independence, Riad El-Solh, first Lebanese prime minister and Emir Majid Arslan II, first Lebanese minister of defence, are considered the founders of the modern Republic of Lebanon and are national heroes for having led the country's independence. Foreign troops withdrew completely from Lebanon on 31 December 1946. Lebanon has been a member of the United Nations since its founding in 1945 as well as of the Arab League (1945), the Non-Aligned Movement (1961), Organisation of the Islamic Cooperation (1969) and the Organisation internationale de la francophonie (1973).Despite its small size, the country has developed a well-known culture and has been highly influential in the Arab world, powered by its large diaspora. Before the Lebanese Civil War (1975-1990), the country experienced a period of relative calm and renowned prosperity, driven by tourism, agriculture, commerce, and banking. Because of its financial power and diversity in its heyday, Lebanon was referred to as the "Switzerland of the East" during the 1960s, [ and its capital, Beirut, attracted so many tourists that it was known as "the Paris of the Middle East." At the end of the war, there were extensive efforts to revive the economy and rebuild national infrastructure. In spite of these troubles, Lebanon has the 7th highest Human Development Index and GDP per capita in the Arab world after the oil-rich economies of the Persian Gulf.

It concludes that fiscal imbalances and barriers to entry are most binding on long-term growth. Macroeconomic imbalances and related perceived risks affect the nature of investment decisions in Lebanon, in favor of liquid instruments rather than longer-term productive investments. Further, many barriers to entry discourage agents from investing in a number of markets: legal impediments to competition, corruption, and a set of fiscal incentives favoring the allocation of resources to non-tradable sectors, where potential demand and investment opportunities are scarcer. In turn, using a steady-state computable general equilibrium model, the paper assesses the long-term growth impact of a selected set of policy reforms envisaged to lift such constraints. Results suggest that 1 to 2 percentage points of additional GDP growth per year could be gained through public expenditure reform, greater domestic competition, and tax harmonization.

The political deadlock, the economic crisis and the COVID-19 pandemic have further intensified the country’s existing economic fragility. Based on preliminary estimates, it is expected that the total cultivated area (mainly temporary crops and crops under greenhouses) will decrease during the 2021–2022 agricultural season due to the expected further increase in prices of inputs and soaring fuel prices. Overall, farmers will tend to shift to low-cost and less water demanding crops to reduce their overall production costs. Farmgate prices for agricultural products are also on the rise with the increase in production costs due to further depreciation of the Lebanese Pound. Despite the increase in export costs, exports of fresh fruits and vegetables are projected to increase for a variety of products and countries. This study aims to identify Lebanon’s main economic and social challenges related to the agrifood sector and to recommend evidence-based strategies and priority areas for public investment to cope with the impacts of the financial crisis, the COVID-19 pandemic and the PoB explosion. It aims to update and complement the June 2021 ASR. It should be noted that this study was prepared during the period from September 2021 to February 2022 and does not cover latest developments, such as the impact of the Ukraine war on the agricultural and food security sectors in Lebanon.
