Available in PDF, EPUB and Kindle. Book excerpt: Being a utility regulator has perils because the independence of the regulator necessarily removes power from politicians, operators, and others. Furthermore, regulators are sometimes scapegoats for unpopular policies and unavoidably become involved in shaping the policies that they are supposed to implement. As a result of such frictions, regulators are sometimes removed from office or marginalized in some way. How can regulators not only survive in such an environment, but also thrive? Jamison describes a leadership concept called adaptive leadership that regulators can use to help their countries adapt to new policies and changing situations, while allowing the regulator to stay in the game. The first leadership skill he discusses is the ability to get on the balcony to see what is really going on with operators, politicians, consumers, and others. Once this perspective is obtained, then the regulator can engage stakeholders in an adaptive process in which people make necessary changes to traditions and expectations, while hanging on to the things that are truly important. Regulators can do this by bringing attention to problems that people want to ignore because they involve difficult tradeoffs, providing certainty and stability when tensions become too high for work to be done, and keeping attention focused on the work and the issues.

Scholars and students of comparative politics, public policy, regulation theory, institutional economics and political sociology will find it to be essential reading. It will also prove a valuable source of reference for those working or dealing with regulatory authorities and for business managers in private industries and services operating under a regulatory framework.

Book excerpt: As “market referees”, regulators contribute to the delivery of essential public utilities. Their organisational culture, behaviour, actions and governance are important factors in how they, and the sectors they oversee, perform. The OECD Performance Assessment Framework for Economic Regulators (PAFER) looks at the institutions, processes and practices that can create an organisational culture of performance and results. This report uses PAFER to assess both the internal and external governance of Brazil’s National Agency for Water and Basic Sanitation (ANA). The review offers recommendations for the regulator to build upon its strong technical reputation and good practices. It proposes an integrated set of recommendations to help ANA best fulfil its roles relating to water resource management and water-use regulation, dam safety, and water supply and sanitation.

Book excerpt: Managing in the public sector requires an understanding of the interaction between three distinct dimensions—administrative structures, organizational cultures, and the skills of individual managers. Public managers must produce results that citizens and their representatives expect from their government while fulfilling their constitutional responsibilities. In Public Management: Thinking and Acting in Three Dimensions, authors Carolyn J. Hill and Laurence E. Lynn, Jr. argue that one-size-fits-all approaches are inadequate for dealing with the distinctive challenges that public managers face. Drawing on both theory and detailed case studies of actual practice, the authors show how public management that is based on applying a three-dimensional analytic framework—structure, culture, and craft—to specific management problems is the most effective way to improve the performance of America’s unique scheme of governance in accordance with the rule of law. The book educates readers to be informed citizens and prepares students to participate as professionals in the world of public management.

These are public bodies, politically neutral and independent from the three main branches of government, whose purpose is to ensure the integrity—and improve the quality and resilience—of democratic governance. International IDEA’s Constitution-Building Primers are designed to assist in-country constitution-building or constitutional-reform processes by helping citizens, political parties, civil society organizations, public officials and members of constituent assemblies make informed constitutional choices. They also provide guidance for staff of intergovernmental organizations and other external actors working to provide well informed, context-relevant support to local decision-makers. Each Primer is written as an introduction for non-specialist readers, and as a convenient aide-memoire for those with prior knowledge of, or experience with, constitution-building. Arranged thematically around the practical choices faced by constitution-builders, the Primers aim to explain complex constitutional issues in a quick and easy way.

Book excerpt: This Handbook offers a systematic review of state-of-the-art knowledge on public administration in Europe. Covering the theoretical, epistemological and practical aspects of the field, it focuses on how public administration operates and is studied in European countries. In sixty-three chapters, written by leading scholars, this Handbook considers the uniqueness of the European situation through an interdisciplinary and comparative lens, focusing on the administrative diversity which results from the multiplicity of countries, languages, schools of thought and streams of investigation across Europe. It addresses issues such as multi-level administration and governance, intensive cross country cooperation in administrative reform policy, and public accountability under different systems. It also considers the issue of welfare service delivery, at a time of major economic and societal challenges, as well as understudied emerging issues like Islamic Public Administration and the dynamics of public sector negotiations. With contributions from key experts in Public Administration and Public Management, this cutting edge Handbook offers a significant contribution to the field of comparative public administration, policy and management.

Available in PDF, EPUB and Kindle. Book excerpt: This book presents an analysis of five anticorruption agencies (ACAs) from Serbia, Macedonia and Croatia, exploring the impact of organisational factors and leadership on their enforcement patterns during the first decade of the transitional reforms (2001-2012). Contrary to the conventional theory of agency insulation, the analysis reveals that the ACAs’ de facto autonomy was not crucially shaped by their statutory independence, but rather by the reputational management of their leaders. The book draws on a mixture of qualitative and quantitative analysis to document these reputational strategies and how they shaped the ACAs’ de facto autonomy. The findings also suggest that that the ACAs’ organisational model – defined by the delegated mandate and powers (preventative vs suppressive) – represented a key variable that mediated under which conditions high de facto autonomy can be achieved. The book offers contributions to the study of anticorruption policy and ethics regulation, as well as the wider inquiry into drivers of agency independence, particularly in transitional contexts.
