Updated as of May 29, 2018 Based on its review of the air quality criteria and national ambient air quality standards (NAAQS) for lead (Pb), EPA is making revisions to the primary and secondary NAAQS for Pb to provide requisite protection of public health and welfare, respectively. With regard to the primary standard, EPA is revising the level to 0.15 μg/m 3. EPA is retaining the current indicator of Pb in total suspended particles (Pb-TSP). EPA is revising the averaging time to a rolling 3-month period with a maximum (not-to-be-exceeded) form, evaluated over a 3-year period. EPA is revising the secondary standard to be identical in all respects to the revised primary standard. Based on air quality monitoring data, EPA is issuing this rule to identify areas that do not meet the 2008 Pb NAAQS and areas that contribute to Pb air pollution in a nearby area that does not meet the Pb NAAQS. EPA is deferring designation for all other areas of the United States, including Indian country, pending collection and review of additional data from recently deployed Pb monitors. This review will provide an integrative assessment of relevant scientific information for Pb and will focus on the basic elements of the NAAQS for Pb: the indicator, averaging time, form, and level. These elements, which together serve to define each ambient air quality standard, must be considered collectively in evaluating the protection to public health and public welfare afforded by the standards. This draft Integrated Review Plan (IRP) contains the plans for this review of the air quality criteria for Pb-related effects on public health and public welfare and of the current Pb NAAQS. This draft IRP is being released for the purpose of consulting with the Clean Air Scientific Advisory Committee (CASAC) and obtaining public comment on the Agency's plans. The final IRP will be informed by comments received from the CASAC and the public.
