Tali regole sono, quindi, particolarmente stringenti per i committenti, imprese e professionisti (i coordinatori per la progettazione e per l’esecuzione), tutti chiamati a garantire condizioni di salute e sicurezza elevate in cantiere. Tale complessità normativa è da sempre una criticità importante, essa stessa fonte di non completa applicazione della normativa, tanto che il “decreto del fare” ha previsto – come misura di semplificazione – l’adozione di “modelli semplificati” per la redazione dei documenti obbligatori in edilizia (PSC, POS, PSS e Fascicolo dell’opera). La recente pubblicazione di tali documenti costituisce un importante contributo alla diffusione di procedure corrette ed efficaci per lo svolgimento “in sicurezza” dei lavori edili e di ingegneria civile ma presuppone la piena conoscenza ed osservanza di un quadro normativo ed operativo complicato. Per questa ragione il volume si sviluppa in due direzioni, differenti ma complementari tra loro, entrambe necessarie a comprendere la materia: la rassegna di regole e interpretazioni relative alla salute e sicurezza nei cantieri e la esplicazione – in termini chiari, con l’uso del linguaggio dei professionisti della prevenzione nei lavori edili – dei contenuti dei “modelli semplificati”.
