Cette privatisation de l'État constitue du reste une tendance lourde dans la plupart des pays développés, où cette évolution se réalise selon deux modalités : la première (" l'État vers le privé ") correspondant à un transfert graduel de compétences, la seconde, plus novatrice (" l'État comme privé "), tendant à assimiler l'État à une personne privée, sans qu'il soit tenu compte de la singularité irréductible qui résulte de son objet et de sa nature.
