Book excerpt: It was in a context of unprecedented economic growth that educational planning developed in the 1960s. At the time, educational planners were entrusted with orchestrating the tremendous expansion of schooling, with the aim of both universalizing education and providing national economies with the qualified manpower needed. Such rigid mandatory planning is not suited to today's world, but other forms of planning such as policy analysis, policy dialog, labor market analysis, and strategic management are still valid. Book excerpt: In the late 1950s, like tens of thousands of young men of his generation, Pierre Bourdieu, having recently passed the agrégation in philosophy, found himself immersed in the Algerian war. Motivated by an impulse that, as he himself says, ‘was civic rather than political’, nothing seemed more important to him than to understand the Algerian situation and provide the elements that would enable others to come to an informed judgement about it. In extremely tough conditions and along with a small group of students, Bourdieu undertook a series of studies across an Algeria that was tightly patrolled by the army, leading him to discover the shocking reality of the resettlement camps and to analyse the mechanisms of destruction of Algerian society of which they were emblematic. To achieve the objectives he had set himself, Bourdieu had to carry out a genuine intellectual conversion, acquiring an ethnographic understanding of Algerian society, learning sociological analysis at a breakneck pace and inventing new instruments - both theoretical and empirical - that would enable him to understand the relations of domination specific to colonialism. These new tools also enabled him to analyse the nature of the crisis that the war had both produced and manifested. This unique volume brings together the first texts written by Bourdieu in the midst of the Algerian conflict, as well as later writings and interviews in which he returns to the topic of Algeria and the decisive role it played in the development of his work.

Available in PDF, EPUB and Kindle. Book excerpt: In western countries, including the United States, foreign-trained nurses constitute a crucial labor supply. Far and away the largest number of these nurses come from the Philippines. Why is it that a developing nation with a comparatively greater need for trained medical professionals sends so many of its nurses to work in wealthier countries? Catherine Ceniza Choy engages this question through an examination of the unique relationship between the professionalization of nursing and the twentieth-century migration of Filipinos to the United States. The first book-length study of the history of Filipino nurses in the United States, Empire of Care brings to the fore the complicated connections among nursing, American colonialism, and the racialization of Filipinos. Choy conducted extensive interviews with Filipino nurses in New York City and spoke with leading Filipino nurses across the United States. She combines their perspectives with various others—including those of Philippine and American government and health officials—to demonstrate how the desire of Filipino nurses to migrate abroad cannot be reduced to economic logic, but must instead be understood as a fundamentally transnational process. She argues that the origins of Filipino nurse migrations do not lie in the Philippines' independence in 1946 or the relaxation of U.S. immigration rules in 1965, but rather in the creation of an Americanized hospital training system during the period of early-twentieth-century colonial rule. Choy challenges celebratory narratives regarding professional migrants’ mobility by analyzing the scapegoating of Filipino nurses during difficult political times, the absence of professional solidarity between Filipino and American nurses, and the exploitation of foreign-trained nurses through temporary work visas. She shows how the culture of American imperialism persists today, continuing to shape the reception of Filipino nurses in the United States.

Available in PDF, EPUB and Kindle. Book excerpt: Surface Impedance Boundary Conditions is perhaps the first effort to formalize the concept of SIBC or to extend it to higher orders by providing a comprehensive, consistent, and thorough approach to the subject. The product of nearly 12 years of research on surface impedance, this book takes the mystery out of the largely overlooked SIBC. It provides an understanding that will help practitioners select, use, and develop these efficient modeling tools for their own applications. Use of SIBC has often been viewed as an esoteric issue, and they have been applied in a very limited way, incorporated in computation as an ad hoc means of simplifying the treatment for specific problems. Apply a Surface Impedance "Toolbox" to Develop SIBCs for Any Application The book not only outlines the need for SIBC but also offers a simple, systematic method for constructing SIBC of any order based on a perturbation approach. The formulation of the SIBC within common numerical techniques—such as the boundary integral equations method, the finite element method, and the finite difference method—is discussed in detail and elucidated with specific examples. Since SIBC are often shunned because their implementation usually requires extensive modification of existing software, the authors have mitigated this problem by developing SIBCs, which can be incorporated within existing software without system modification. The authors also present: Conditions of applicability, and errors to be expected from SIBC inclusion Analysis of theoretical arguments and mathematical relationships Well-known numerical techniques and formulations of SIBC A practical set of guidelines for evaluating SIBC feasibility and maximum errors their use will produce A careful mix of theory and practical aspects, this is an excellent tool to help anyone acquire a solid grasp of SIBC and maximize their implementation potential.
