La plupart des approches présentées dans l'ouvrage s'attachent à mettre en lumière le caractère récurrent et dynamique de la mondialisation qui change de forme selon les différents " temps " que sont les séquences historiques marquées au cours de la période dite " moderne " par la traite atlantique, la colonisation ou plus récemment, la vague de néolibéralisme. Toutes ces séquences ont lourdement pesé sur le destin de l'Afrique. En faisant le constat, les analyses n'occultent nullement la question de la " responsabilité " des Africains dans ces évolutions. Les contributions ouvrent enfin sur les perspectives africaines de la mondialisation actuelle. Les enjeux, le défi de la réalisation effective de l'unité africaine, les perspectives ouvertes à cet effet par la création récente de l'Union africaine et la contribution possible des sciences sociales au renforcement d'une conscience historique africaine en faveur de cette intégration sont autant de thèmes abordés que de chantiers ouverts.

The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. Offering a new and innovative explanation for a major change in French foreign policy and grand strategy, this book will be of great interest to scholars of NATO, European defense cooperation, and foreign policy.

Book excerpt: In light of the Arab Spring and after days of public quarreling that highlighted the divisions among NATO’s members on an agreement to give command of the "no-fly" zone in Libya to the Alliance, it is evident that the U.S. is having problems engaging with its European allies and partners. Why is this happening? Breaking away from the conventional way to study transatlantic relations, Serena Simoni uses a Constructivist theoretical lens to argue that the transatlantic partners’ changing identities since the early 1990s have influenced their political interests and, as a consequence, their national security policies. Contemporary divergences are a notable byproduct of these transformations. By focusing on cases of disagreement (i.e., NATO’s enlargement, the International Criminal Court, and Debt Relief for Africa), this book shows how since the 1990s, the US has started to see itself as the actor carrying the international defense burden, while the European Union has developed an image of itself as the actor in charge of humanitarian efforts, which generally entails diplomacy rather than military efforts. Contemporary cases of disagreement as the Arab Spring, Libya, and Foreign Assistance in Africa illustrate how redefined national identities continue to alter the course of transatlantic relations.
