Un processus de recentrage semble cependant s’amorcer, mais de façon rampante, par des mesures d’économies successives auxquelles une vision d’ensemble fait défaut et dont le projet de revenu universel d’activité révèle les limites, voire les dangers. Or c’est l’avenir de la politique du logement qui est en jeu : il mérite un débat. L’État peut-il éviter de restreindre la cible de sa politique au logement (ou à l’hébergement) des populations les plus modestes ? Dans l’hypothèse d’un recentrage, par qui seront prises en charge les actions de régulation du marché, qui devront être mieux ciblées mais resteront d’autant plus nécessaires que le processus de métropolisation a toutes chances de se prolonger, voire de s’amplifier ? Notre conviction est que le corollaire du recentrage doit être un approfondissement de la décentralisation. Les métropoles, communautés urbaines ou d’agglomérations s’y sont préparées. Il est temps de leur attribuer des compétences qu’elles exercent déjà largement, faute de quoi c’est un pan entier de la politique du logement qui risque de disparaître.

Le logement fait partie de la question sociale et devient l'enjeu d'affrontements entre ceux qui appellent l'intervention de l'État et ceux qui la refusent. Les constructeurs de cités ouvrières visent à ce que les ouvriers deviennent propriétaires, améliorent le sort de leur famille et assurent la paix sociale. L'action de l'Etat est décisive entre 1954 et 1977. Il finance la construction, facilite des opérations urbaines, contrôle les loyers et réglemente la construction. Puis l'intervention passe du registre politique au registre social. On favorise l'accession à la propriété comme socle de la citoyenneté et le grand ensemble locatif social devient un piège pour certains ménages. L'État providence garantit à chacun une protection contre les aléas de l'existence, propriété sociale qui se substitue à la propriété privée. L'élévation de la qualité du logement produit une élévation de son coût et des dettes qu'il génère. La pénurie de logements abordables génère des situations de mal-logement dénoncées par ceux qui œuvrent pour le droit au logement, désormais reconnu, mais dont l'efficience n'est pas atteinte. Au-delà du cadre matériel, un logement est un lieu qui permet l'activité domestique ou professionnelle et le développement de la sociabilité. L'ancrage au territoriale à partir du logement est différent selon la nature de l'environnement. Politiques de la ville et politiques du logement pâtissent d'être envisagées séparément, la ségrégation urbaine constituant un obstacle à l'intégration par le logement.
