Available in PDF, EPUB and Kindle. Book excerpt: Since the end of the Cold War French defence policy has undergone a transformation. France has reformed its national defence to Europeanize and multilateralize its role, moved closer to NATO, and emerged as amongst the world's most active military powers. This book presents a wide-ranging analysis, setting out the background and policy framework of French defence, charting the transformation of policy between 1989 and 1996, and examining the role of the French military within and beyond Europe into the twenty-first century.

Book excerpt: The armed forces of Europe have undergone a dramatic transformation since the collapse of the Soviet Union. The Handbook of European Defence Policies and Armed Forces provides the first comprehensive analysis of national security and defence policies, strategies, doctrines, capabilities, and military operations, as well as the alliances and partnerships of European armed forces in response to the security challenges Europe has faced since the end of the cold war. A truly cross-European comparison of the evolution of national defence policies and armed forces remains a notable blind spot in the existing literature. The Handbook of European Defence Policies and Armed Forces aims to fill this gap with fifty-one contributions on European defence and international security from around the world. The six parts focus on: country-based assessments of the evolution of the national defence policies of Europe's major, medium, and lesser powers since the end of the cold war; the alliances and security partnerships developed by European states to cooperate in the provision of national security; the security challenges faced by European states and their armed forces, ranging from interstate through intra-state and transnational; the national security strategies and doctrines developed in response to these challenges; the military capabilities, and the underlying defence and technological industrial base, brought to bear to support national strategies and doctrines; and, finally, the national or multilateral military operations by European armed forces. The contributions to The Handbook collectively demonstrate the fruitfulness of giving analytical precedence back to the comparative study of national defence policies and armed forces across Europe.

Book excerpt: A North Atlantic Treaty Organization (NATO) Advanced Studies Institute (AS I) on Defense Conversion Strategies was held at the Atholl Palace Hotel, Pitlochry, Perthshire, Scotland, from July 2 through July 14, 1995. This publication is the proceedings of the Institute. The NATO Advanced Studies Institute program of the NATO Science Committee is a unique and valuable forum under whose auspices over one thousand international tutorial meetings have been held since the inception of the program in 1959. The ASI is intended to be primarily a high-level teaching activity at which a carefully defined subject is presented in a systematic and coherently structured program. The subject is treated in considerable depth by lecturers eminent in their fields and of international standing. The subject is presented to other experts or practitioners who will already have specialized in the field or possess an advanced general background appropriate to the topic. The ASI is aimed at an audience at the post-doctoral level. This does not exclude advanced graduate students or other senior participants with qualifications and achievements in the subject of the ASI or rclated areas. This ASI was prompted by several events in the defense environment.

Book excerpt: The French Defence Debate examines assertions of consensus and continuity in, and surrounding, France's defence since 1958, with primary reference to the political career of François Mitterrand. Mitterrand's influence over defence and security, before and after his election to the presidency, is often underestimated. Nonetheless his impact was substantial, if ultimately for his lack of concern to preserve consensus and his reluctance to instigate necessary changes in France's defence - despite the end of the Cold War, and the military deficiencies and limitations of national independence it exposed.

Available in PDF, EPUB and Kindle. Book excerpt: The authors detail how the Bush and Clinton administrations relied on catering to allies and building large coalitions to deal with major international security challenges, while other principal powers were either pre-occupied with their domestic problems or deferred to the United States. As a consequence, on the eve of 11 September 2001 the United Nations Security Council remained an older, outmoded power configuration incapable of responding efficiently to the with novel challenges besetting it. Its relevance has been further questioned by the unilateral occupation of Iraq by the United States.

This paper provides an analytical framework for understanding post-Cold War Europe's strategic debates. It offers insights into Europe's national nuclear policies and perspectives. It examines the possible outcomes of current debates, and gives policy recommendations for managing the new nuclear debates faced by Europe, and by NATO.

Available in PDF, EPUB and Kindle. Book excerpt: The UN Military Staff Committee is a misunderstood organ, and never really worked as it was initially envisaged. This book charts its historic development as a means to explain the continuous debate about the reactivation of the Military Staff Committee and, more generally, the unsatisfied need for the Security Council to have a military advisory body so that it does not only depend on the Secretariat to make its decisions on military and security affairs. The author takes a clear stand for the establishment of a military committee with real weight in the decision-making process of the Security Council related to peace operations. The Security Council remains the only international body making decisions in peace and security, authorizing military deployment without advice from a collective body of military experts and advisers. Recreating such a body is the missing part of all UN reform structures undertaken in past years. As the number of UN troops deployed increases, this book will be an important read for all students and scholars of international organisations, security studies and international relations.

Available in PDF, EPUB and Kindle. Book excerpt: This book examines security cooperation between Western states. Security cooperation occurs between Western (i.e. European and North American) states as a coping mechanism, as an imperfect substitute for integration. The book investigates the reasons for cooperation, what Aristotle called the ‘final cause’, as well as the material, formal, and efficient causes of cooperation. Such a causal explanation is based on a Critical Realist philosophy of social science. The book is also based on an embedded multiple-case study; the states studied are the United States, France, and Luxembourg. Within each state, the embedded subcases are three types of state security organizations: the armed forces, law enforcement, and intelligence agencies, which have rarely been compared in this way. Comparing different types of states and different types of state security organizations has allowed temporal, spatial, national, and functional variation in cooperation to be identified and theorized. The empirical evidence studied includes participant observations at the North Atlantic Treaty Organization and documents such as state policy documents, annual reports by organizations, reports by parliaments and non-governmental organizations, autobiographies, books by investigative journalists, and articles by newspapers and magazines. The book is also based on a score of elite interviews with ambassadors, diplomatic liaisons, ministerial advisors, foreign ministry officials, and military commanders. This book will be of much interest to students of security studies, intelligence studies, military studies and International Relations in general.
