The conference was also held in answer to a call for a serious interna tional forum to enable high calibre spokesmen to express their views on a diversity of vital interests. The ambitious objective was that such a melting pot would smooth the road to cohesive policies and purposeful action, especially in the field of waste recycling. Among the speakers there were several specialists ready to outline the state of the art of a variety of technical subjects. This range included aspects of packaging, hazardous waste, the utilisation of waste in agri culture, energy from waste, and waste paper. ~aper was to play a particularly serious role, because pulp and paper is the largest external commodity need by the EEC countries after oil. Speakers were to be drawn from all parts of the EEC, in the expectation that country-to-country comparisons would stimulate progress in specific areas. This hope was frequently realised. Well represented was the Environment and Consumer Protection Department of the Commission itself. It is this department that has been quietly setting the beginnings of a coherent policy for waste management for throughout the 250 million population Community for the past seven years.

The biological activities and microbial metabolism in the soil contribute to alter its mixture and fertility. Incorporation of organic remain in the form of compost is known to influence favourably the physio-chemical and biological properties of soil. The beneficial activities bestowed upon plants by compost utilization are multifaceted, hence most promising alternatives for achieving sustainable agricultural production. An increased awareness on compost has led to their use in agricultural concern. Contents in the present book will comprised various chapters on the role of beneficial bacteria in the composting process. The application is depicted to achieve the attainable productivity besides, in disease management and suppressiveness of organisms of phytopathogenic in nature. Significance of the compost elicits certain responses e.g. soil reclamation, soil fertility, soil health and disease management exhibit due to quality compost amendment in soil. Often organic materials which may have limited beneficial use in their raw state or have regulatory disposal constraints can be transformed by composting into marketable products. The limits on beneficial reuse may be regulations or they may be due to the potential for materials to be putrescible or pathogenic. Composting can be a solution for each of these. The implementation of composting on a large scale (in contrast to home or backyard composting) involves materials handling. Technological implementation of composting must be consistent with the biological demand of the system. If the biological system is violated, conditions will not be optimized for composting, and problems such as odor generation, insufficient aeration or moisture, or a combination of these conditions may result. Past problems and closure of facilities have been largely due to violations of the biological systems. Product quality with respect to particle size, inclusions, moisture content and other physical aspects are a function of engineering design. A well designed system must have the biological and engineering principles in harmony at all times.

To prevent these problems a waste management infrastructure has been set to collect and dispose of the waste, based on a hierarchy of three principles: waste prevention, recycling/reuse, and final disposal. Final disposal is the least desirable as it causes massive emissions, to the atmosphere, water bodies and the subsoil. The emission of methane to the atmosphere is an important source of greenhouse gasses. Organic waste therefore gets a lot of attention in waste management, which for Europe can be illustrated by the issue of the Landfill Directive (99/31/EC) and the Sewage Sludge Directive (86/278/EEC). Proper treatment of organic waste may however turn this burden into an asset. In particular, biological treatment may help in developing more effective resource management and sustainable development. The following advantages may be listed: The greenhouse effect is tackled as methane emissions from landfilling are prevented Soil quality can be restored or enhanced by the use of compost in agriculture Compost may replace peat in horticulture and home gardening, reducing greenhouse emissions and wetland exploitation Anaerobic digestion has the additional benefit of producing biogas that may be used as a fuel Pesticide use can be reduced by proper use of the disease suppressive properties of compost Resource Recovery and Reuse in Organic Solid Waste Management disseminates at advanced scientific level the potential of environmental biotechnology for the recovery and reuse of products from solid waste. Several options to recover energy out of organic solid waste from domestic, agricultural and industrial origin are presented and discussed and existing economically feasible treatment systems that produce energy out of solid waste and recover useful by-products in the form of fertiliser or soil conditioner are demonstrated. The potential of environmental biotechnology is highlighted from different perspectives: societal, technological and practical.
