Book excerpt: Law and Bioterrorism includes cases, statutes, and materials which address the legal issues that arise in the context of bioterrorism, national security, and public safety. Sutton begins with an examination of the history of bioterrorism as a domestic crime and includes cases which have been decided under new federal criminal statutes specifically constructed to address the threat of bioterrorism. Next, there is an examination of the issues of federalism in a public health context and the problems with the current federal government intragovernmental organization. Sutton then looks at the role of the state in public health law as well as at civil rights interests in a biological attack context. Quarantine laws are examined, and a proposed model for a public health emergency powers act is considered. Finally, the conclusion considers the future and the possibility of a new legal framework for addressing bioterrorism threats and national security.

Book Synopsis Ethics and Law for Chemical, Biological, Radiological, Nuclear & Explosive Crises by : Dónal P. O'Mathúna
Download or read book Ethics and Law for Chemical, Biological, Radiological, Nuclear & Explosive Crises written by Dónal P. O'Mathúna and published by Springer. This book was released on 2019-04-25 with total page 230 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book provides a current analysis of the legal and ethical challenges in preparing for and responding to chemical, biological, radiological, nuclear and explosive (CBRNE) crises. From past events like the Chernobyl nuclear incident in Russia or the Bhopal chemical calamity in India, to the more recent tsunami and nuclear accident in Japan or the Ebola crisis in Africa, and with the on-going threat of bioterrorism, the need to be ready to respond to CBRNE crises is uncontroversial. What is controversial is whether we are on a path that adequately prepares us for the next event. The ethical and legal scholars in this volume hold that much work remains to be done and offer this book to stimulate further reflection and dialogue around CBRNE crises. This is an indispensable book for both students and scholars of bioethics, international law, public health, as well as for regulators and administrators developing policy and legislation related to public health planning and emergency responses.

Book Synopsis Terrorism, War, or Disease? by : Anne Clunan
Download or read book Terrorism, War, or Disease? written by Anne Clunan and published by Stanford University Press. This book was released on 2008-05-30 with total page 370 pages. Available in PDF, EPUB and Kindle. Book excerpt: The use of biological warfare (BW) agents by states or terrorists is one of the world's most frightening security threats but, thus far, little attention has been devoted to understanding how to improve policies and procedures to identify and attribute BW events. Terrorism, War, or Disease? is the first book to examine the complex political, military, legal, and scientific challenges involved in determining when BW have been used and who has used them. Through detailed analysis of the most significant and controversial allegations of BW use from the Second World War to the present, internationally recognized experts assess past attempts at attribution of unusual biological events and draw lessons to improve our ability to counter these deadly silent killers. This volume presents the most comprehensive analysis of actual and alleged BW use, and provides an up-to-date evaluation of law enforcement, forensic epidemiology, and arms control measures available to policymakers to investigate and attribute suspected attacks.
Download or read book Baseless written by Nicholson Baker and published by Penguin. This book was released on 2020-07-21 with total page 464 pages. Available in PDF, EPUB and Kindle. Book excerpt: “Staggeringly good.” —Counterpunch A major new work, a hybrid of history, journalism, and memoir, about the modern Freedom of Information Act—FOIA—and the horrifying, decades-old government misdeeds that it is unable to demystify, from one of America's most celebrated writers Eight years ago, while investigating the possibility that the United States had used biological weapons in the Korean War, Nicholson Baker requested a series of Air Force documents from the early 1950s under the provisions of the Freedom of Information Act. Years went by, and he got no response. Rather than wait forever, Baker set out to keep a personal journal of what it feels like to try to write about major historical events in a world of pervasive redactions, witheld records, and glacially slow governmental responses. The result is one of the most original and daring works of nonfiction in recent memory, a singular and mesmerizing narrative that tunnels into the history of some of the darkest and most shameful plans and projects of the CIA, the Air Force, and the presidencies of Harry Truman and Dwight Eisenhower. In his lucid and unassuming style, Baker assembles what he learns, piece by piece, about Project Baseless, a crash Pentagon program begun in the early fifties that aimed to achieve "an Air Force-wide combat capability in biological and chemical warfare at the earliest possible date." Along the way, he unearths stories of balloons carrying crop disease, leaflet bombs filled with feathers, suicidal scientists, leaky centrifuges, paranoid political-warfare tacticians, insane experiments on animals and humans, weaponized ticks, ferocious propaganda battles with China, and cover and deception plans meant to trick the Kremlin into ramping up its germ-warfare program. At the same time, Baker tells the stories of the heroic journalists and lawyers who have devoted their energies to wresting documentary evidence from government repositories, and he shares anecdotes from his daily life in Maine feeding his dogs and watching the morning light gather on the horizon. The result is an astonishing and utterly disarming story about waiting, bureaucracy, the horrors of war, and, above all, the cruel secrets that the United States government seems determined to keep forever from its citizens.

Book excerpt: Although at the start of the 21st century bioterrorism was newly feared by the public at large, it is one threat that institutions have attempted to anticipate for years. Originally published in 2003, and now with a new introduction, this unique 2-volume collection provides a multi-disciplinary resource on the challenges bioterrorism poses for American society and institutions, from both legal and political institutions, on one hand, to public health and medical institutions on the other. Volume one documents and analyses the challenge bioterrorism poses to these political, economic and legal institutions, putting bioterrorism into its historical context as a problem discussed and anticipated by government for decades. Volume two documents the challenges bioterrorism poses to public health and public policy as a weapon of disease and fear. The materials in these volumes provide case histories and discourse by specialists relating to the ways that the bioterrorism threat has been perceived and approached by US health and law institutions.

Book Synopsis Responsible Research with Biological Select Agents and Toxins by : National Research Council
Download or read book Responsible Research with Biological Select Agents and Toxins written by National Research Council and published by National Academies Press. This book was released on 2010-02-12 with total page 188 pages. Available in PDF, EPUB and Kindle. Book excerpt: The effort to understand and combat infectious diseases has, during the centuries, produced many key advances in science and medicine-including the development of vaccines, drugs, and other treatments. A subset of this research is conducted with agents that, like anthrax, not only pose a severe threat to the health of humans, plants, and animals but can also be used for ill-intended purposes. Such agents have been listed by the government as biological select agents and toxins. The 2001 anthrax letter attacks prompted the creation of new regulations aimed at increasing security for research with dangerous pathogens. The outcome of the anthrax letter investigation has raised concern about whether these measures are adequate. Responsible Research with Biological Select Agents and Toxins evaluates both the physical security of select agent laboratories and personnel reliability measures designed to ensure the trustworthiness of those with access to biological select agents and toxins. The book offers a set of guiding principles and recommended changes to minimize security risk and facilitate the productivity of research. The book recommends fostering a culture of trust and responsibility in the laboratory, engaging the community in oversight of the Select Agent Program, and enhancing the operation of the Select Agent Program.
Book Synopsis Intelligence, Biosecurity and Bioterrorism by : Patrick F. Walsh
Download or read book Intelligence, Biosecurity and Bioterrorism written by Patrick F. Walsh and published by Springer. This book was released on 2018-09-18 with total page 303 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores how potential bio-threats and risks may evolve post 9/11 given the rapid changes in biotechnology and synthetic biology. It also explores what role intelligence communities can play in understanding threats and risks. It argues that although bio-threats and risks are largely low probability and high impact in nature, intelligence in ‘Five Eyes’ countries remain insufficiently prepared to understand them. This book identifies key areas where intelligence reforms need to take place including a more strategic and systematic collaboration between national security/law enforcement intelligence and the scientific community. It is aimed at intelligence analysts, those in the scientific community working on health security threats, policy makers and researchers working on biosecurity and bioterrorism threats and risks.

Book Synopsis Biological Threats and Terrorism by : Institute of Medicine
Download or read book Biological Threats and Terrorism written by Institute of Medicine and published by National Academies Press. This book was released on 2002-03-07 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: In the wake of September 11th and recent anthrax events, our nation's bioterrorism response capability has become an imminent priority for policymakers, researchers, public health officials, academia, and the private sector. In a three-day workshop, convened by the Institute of Medicine's Forum on Emerging Infections, experts from each of these communities came together to identify, clarify, and prioritize the next steps that need to be taken in order to prepare and strengthen bioterrorism response capabilities. From the discussions, it became clear that of utmost urgency is the need to cast the issue of a response in an appropriate framework in order to attract the attention of Congress and the public in order to garner sufficient and sustainable support for such initiatives. No matter how the issue is cast, numerous workshop participants agreed that there are many gaps in the public health infrastructure and countermeasure capabilities that must be prioritized and addressed in order to assure a rapid and effective response to another bioterrorist attack.
