This evolution occurred in the context of more general progress in women’s status. Female enrollment rates have increased at all levels of education, fertility rates have declined, and social norms have shifted toward gender equality. This report sheds light on the complex relationship between stages of economic development and female economic participation. It documents a shift in women’s perceptions whereby work has become a fundamental part of their identity, highlighting the distinction between jobs and careers. These dynamics are made more complex by the acknowledgment that individuals are part of larger economic units—families. As development progresses and the options available to women expand, the need to balance career and family takes greater importance. New tensions emerge, paradoxically made possible by decades of steady gains. Understanding the new challenges women face as they balance work and family is thus crucial for policy.

This study employs an economic perspective and focuses on how women behave and are treated in the work force in a number of Latin American economies. It specifically considers the determinants of women's labor force participation and male-to-female earnings differentials. Understanding the reasons for low labor market participation rates among women, or high wage discrimination against women, can lead to policies that will improve the efficiency and equity with which human resources are utilized in a particular country. This study uses household survey data to analyze labor force participation rates and wages earned by men and women in similar positions, paying special attention to the role of education earned by men and women in similar positions, paying special attention to the role of education as a factor influencing women's decision to work. The results show that, overall, the more years of schooling a woman has, the more likely she is to participate in the labor force. In addition, more educated women earn significantly more than less educated women. The book also attempts analyses of the common factors which determine salaries paid to men and women in an effort to identify what part of the male/female earnings differential can be attributed to different human capital endowments between the sexes, and what part is due to unexplained factors such as discrimination. Differences in human capital endowments explain only a small proportion of the wage differential in most of the country studies.

Although the 1970s saw these women earning almost as much as their white counterparts, in the 1980s their relative wages began falling behind, and the job prospects plummeted for those with little education and low skills. At the same time, African American women more often found themselves the sole support of their families. While much social science research has centered on the problems facing black male workers, Latinas and African American Women at Work offers a comprehensive investigation into the eroding progress of these women in the U.S. labor market. The prominent sociologists and economists featured in this volume describe how race and gender intersect to especially disadvantage black and Latina women. Their inquiries encompass three decades of change for women at all levels of the workforce, from those who spend time on the welfare rolls to middle class professionals. Among the many possible sources of increased disadvantage, they particularly examine the changing demands for skills, increasing numbers of immigrants in the job market, the precariousness of balancing work and childcare responsibilities, and employer discrimination. While racial inequity in hiring often results from educational differences between white and minority women, this cannot explain the discrimination faced by women with higher skills. Minority women therefore face a two-tiered hurdle based on race and gender. Although the picture for young African American women has grown bleaker overall, for Latina women, the story is more complex, with a range of economic outcomes among Cubans, Puerto Ricans, Mexicans, and Central and South Americans. Latinas and African American Women at Work reveals differences in how professional African American and white women view their position in the workforce, with black women perceiving more discrimination, for both race and gender, than whites. There are very few historical studies that centre on gender as the main analytical category in Latin America, so this book breaks new ground. Using case-studies from Argentina, Chile, Colombia, Mexico and Uruguay, the authors show that there is evidence of a correlation between economic growth and the decrease in gender inequality, but this process is also not linear. Although the activity rate of women was high at the beginning of the twentieth century, female participation in the labour market diminished, until the 1970s, when it began to increase dramatically. Since the 1970s, fertility reduction and education improvements and worsening labour market conditions are associated to the steadily increase of women participation in the labour market. By gauging the extent to which gender gaps in the formation of human capital, access to resources, quality of life and opportunities may have operated as a restriction on women’s capabilities and on economic growth in the region, this book demonstrates that Latin America has lagged behind in terms of gender equality.
