They have been acknowledged repeatedly as the critical link between voters, representatives and guarantors of democratic governance. Without them, a democracy can hardly be said to exist because they are the principal links between government and society. However, parties can lose their representative capacity, and be challenged by disaffected electorates that pursue other alternatives for political involvement. This book focuses upon the electoral weakening of Latin America's traditional parties. These parties dominated the political arena in the region during the last decades of the twentieth century. They played a significant role in the legitimation of democratic politics in particular when countries transited from authoritarian regimes in the late 1950s (Colombia and Venezuela) and later on, in the late 1970s (e.g., Ecuador) and 1980s (e.g., Argentina, Uruguay, Chile). Latin American traditional parties structured post-authoritarian political and party systems; they defined the rules of the democratic game (i.e., electoral systems); they became consolidated as the principal agents of political representation and were the main actors in policy-making processes. However, by the beginning of the 21st century (2000-2005) many of them faded, and political outsiders with antiestablishment discourses as well as new parties and political movements flourished.

Still, there are also successful stories. There have been a number of parties in Colombia, Chile, and Venezuela that used to be able to operate well beyond electoral cycles and preserve a significant presence in their respective countries for decades. How do such political parties remain vibrant organizations over time? In Party Vibrancy and Democracy in Latin America, Fernando Rosenblatt sheds new light on how party vibrancy is maintained and reproduced over time in three of the region's more stable countries-Chile, Costa Rica, and Uruguay. Referencing these three "consolidated" democracies with records of good governance, Rosenblatt identifies the complex interaction between four causal factors that can explain party vibrancy: Purpose, Trauma, Channels of Ambition, and Moderate Exit Barriers. "Purpose" activates prospective loyalty among party members. "Trauma" refers to a shared traumatic past which engenders retrospective loyalty. "Channels of Ambition" are established routes by which individuals can pursue political careers. Finally, "Moderate Exit Barriers" are rules that set costs of defection at reasonable levels. When these factors work together throughout a party's "Golden Age," they can demonstrate a link between party organizations´ stability and the quality of democratic representation across Latin America. As Rosenblatt finds, when parties remain vibrant organizations, democracies are better able to withstand challenges long-term. A unique qualitative study, Party Vibrancy and Democracy in Latin America demonstrates how the vitality of political parties can directly and indirectly impact how effective they are as intermediaries for their citizens not just in Latin America, but around the world.

Book excerpt: Since democracy took hold throughout the region of Latin America, the social reform strategies that these countries have used to mitigate long-standing inequalities is significantly varied. Some countries have consistently implemented progressive and gradual reforms while others have rapidly pursued expansive or transformative social policy changes. Through the analysis of thirteen Latin American countries finds that – rather than prevailing explanations focused on mass demands and the organization of the working class and political left – social policy trajectories are caused by dynamics between party systems and elections. In countries where party systems are institutionalized and elections become highly competitive, parties increase their competiveness vis-à-vis other political opponents by seeking electoral rewards throughout the promotion of incremental and redistributive policies. In contrast, in countries where inchoate party systems and weakly contested elections are the norm, populism takes root and populist leaders will pursue expansive social reforms that rely on social spending in order to consolidate their fluid political coalitions once reaching office. Over time, countries with institutionalized party systems and competitive elections will implement gradual and progressive social policies while those with inchoate party systems and low electoral competition will enact dramatic reforms that can be progressive or regressive in nature.

Some believe that populism is inherently bad for democracy because it is anti-pluralist and confrontational. Others argue that populism can reinvigorate worn-out democracies in need of an infusion of greater popular participation. This book advances this debate by examining the empirical relationship between populism in power and democracy in five Latin American countries. These cases reveal that populism in power does not always lead to the demise of democracy; rather, it does so only under certain varieties of populism. When populist chief executives are bent on using the state's repressive apparatus to subvert democracy, and enjoy significant public support, then it requires an extraordinary effort by both the opposition and the judiciary to contain their efforts at power aggrandizement. If they succeed in overcoming societal and institutional resistance, then an unconstrained variety of populism in power will materialize. The significant power asymmetry that this variety entails will lead to the demise of electoral democracy. If populist leaders are constrained by the judiciary and other institutional actors, then electoral democracy will be preserved, at least for a while. Of the five cases of populist presidents studied here, four were able to rule unconstrained, and only one the populist was contained. The book offers a theory to explain this divergent outcome. There is a recognizable pattern in the trajectory of populism in power, with one path leading to democratic erosion and another to democratic survival"--

In contrast to the claim that campaigns around the world are becoming more similar to one another, Taylor Boas argues that new democracies are likely to develop nationally specific approaches to electioneering through a process called success contagion. The theory of success contagion holds that the first elected president to complete a successful term in office establishes a national model of campaign strategy that other candidates will adopt in the future. He develops this argument for the cases of Chile, Brazil, and Peru, drawing on interviews with campaign strategists and content analysis of candidates' television advertising from the 1980s through 2011. The author concludes by testing the argument in ten other new democracies around the world, demonstrating substantial support for the theory.
