Book excerpt: Hydrogen isotope separation is achieved by either (a) dissolving a hydrogen-bearing feedstock compound in a liquid solvent, or (b) liquefying a hydrogen-bearing feedstock compound, the liquid phase thus resulting being kept at a temperature at which spectral features of the feedstock relating to a particular hydrogen isotope are resolved, i.e., a clear-cut isotope shift is delineated, irradiating the liquid phase with monochromatic radiation of a wavelength which at least preferentially excites those molecules of the feedstock containing a first hydrogen isotope, inducing photochemical reaction in the excited molecules, and separating the reaction product containing the first isotope from the liquid phase.

Book excerpt: The separation of isotopes has always been a challenge because of their identical size, shape and thermodynamic properties. Nowadays, the extraction of deuterium is performed e.g. by the Girdler Sulfid process or cryogenic distillation, which lead to low separation factors (below 2.5) in combination with high energy costs. The standard way to produce helium-3 is to skim it as a byproduct of the radioactive tritium decay. In this thesis, two alternative approaches have been investigated for the separation of light isotopes, Quantum Sieving and Chemical Affinity Sieving . While Quantum Sieving is based on confinement in small pores, Chemical Affinity Sieving relies on strong adsorption sites. Both methods use the mass difference of the isotopes, which is related to their zero-point energy. The microporous metal-organic frameworks are excellent candidates for studying these quantum effects due to their well-defined pore structure and the possibility to introduce strong adsorption sites directly into the framework. The samples have been exposed to an isotope mixture and the adsorbed quantity of each isotope was detected by low-temperature thermal desorption spectroscopy (TDS). The ratio of the desorbed amount of the isotopes leads directly to the selectivity (separation factor). The selectivity is determined as a function of exposure time and temperature and exhibits the highest value of 25 observed for hydrogen isotopes at temperatures well above the boiling point of liquid nitrogen.

The strong absorption of H3COH was demonstrated for the HF laser lines P1(5), P1(6), and P1(7). No absorption by deutero-methanol of the HF beam was observed. Excitation of H2COH by the absorbed beam increased the rate of H3COH removal by reaction with bromine. Irradiation of a 1:1 H3COH:D3COD gas mixture in the presence of bromine for a period of 1 min with the 90-W CW hydrogen fluoride laser beam produced isotope enrichment to greater than 95 percent D3COD. To date only a few, limited proliferation risk analyses of LIS technology have been conducted. This paper provides a historically and technically informed update on the current state of LIS technology and it explains the high likelihood of increased global LIS adoption. The paper also explains how international rules governing nuclear energy are ill-equipped to handle such new technology. It traces the current limitations to broader issues in international relations theory, especially the incomplete accounts of the role of technology in the proliferation dynamic in the dominant neorealism and social construction of technology approaches. The paper introduces the concept of "international technology development structure," a framework for understanding how technology-related opportunities and constraints at the international system-level influence state nuclear weapons choices. The paper provides a thorough update of recent international laser innovations relevant to laser isotope separation and it explains how the spread of laser-related knowledge expands state nuclear options and influences their choices. The paper also provides a country-by-country update on LIS programs and it uses the example of Iran's laser isotope separation program to show how existing International Atomic Energy Agency efforts and export control approaches will be inadequate to addressing dual-use technologies such as LIS. It concludes by proposing a new course that links good standing in nuclear non-proliferation agreements to participation in the World Trade Organization, global conferences, and fundamental university research. Ultimately, the paper attempts to provide a comprehensive account of how emerging laser isotope separation technology presents non-proliferation challenges and it attempts to explore options for addressing this new period in technological achievement and change.
