In 1834, the ruling elite of middle class hombres de bien concluded that a highly centralised republican government was the only solution to the turmoil and factionalism that had characterised the new nation since its emancipation from Spain in 1821. The central republic was thus set up in 1835, but once again civil strife, economic stagnation, and military coups prevailed until 1846, when a disastrous war with the United States began in which Mexico was to lose half of its national territory. This study explains the course of events and analyses why centralism failed, the issues and personalities involved, and the underlying pressures of economic and social change.

Book excerpt: This study of three Argentine provincial capitals introduces a new concept in Latin American urban studies: the historical role of secondary cities, settlements large enough to possess all the elements commonly associated with urban areas and yet too small to figure among a country's major cities. The principal contribution of the book is to explain how and why smaller cities grew. What determined and shaped their growth? How did local inhabitants, and especially the dominant social elites, react to internal and external influences? To what extent were they able to control growth? What relationships developed with the surrounding regions and the outside world? The study shows that secondary cities linked rural economies and inhabitants with the outside world while insulating the traditional rural environment from the changing character of large urban centers. In this intermediate position, economic relationships and social structure changed slowly, and only in response to outside innovations such as railroads. Continuity within the secondary centers thus reinforced conservatism, accentuated the gap between the major cities and the rest of the country, and contributed to the resistance to change that characterizes much of Latin American today. The book is illustrated with photographs and maps.

La "Seguridad Nacional" fue impuesta desde los Estados Unidos durante la guerra fría a toda su área de influencia y ha causado estragos: guerras, muertes, torturas y la violación sistemática de los derechos humanos en Venezuela, en Latinoamérica y en muchas partes del mundo. Tercero, porque el modelo bolivariano ofrece una respuesta democrática y solidaria al capitalismo salvaje que propone el neo-liberalismo en la actualidad. Venezuela hoy nos ofrece algo radicalmente diferente, es "la posibilidad optimista" de una democracia nueva, solidaria, soberana, socialista, moderna, no dogmática y por qué no, ecológica.
