Esta obra tiene corno objetivo inicial analizar el nuevo marco normativo y las reformas introducidas con la Ley 1978 de 2019, muy orientadas al sector de las telecomunicaciones La investigación se orienta a estudiar el derecho de la competencia en el sector de las TIC, así como los nuevos retos que la sociedad digital y las tecnologías disruptivas le plantean a la sociedad y al derecho administrativo en Colombia. En consideración a su relación temática, y con el fin de facilitar su organización y lectura, la presente obra se divide en dos tomos: el primero relacionado con Las TIC y las telecomunicaciones y el derecho a la competencia, y el segundo referido al Ecosistema digital en sus distintos desarrollos y las tecnologías disruptivas. No cabe duda de la importancia de esta obra, tanto para los lectores especializados como para los interesados en el sector de las TIC y las telecomunicaciones, y de su aporte para el análisis de las instituciones que lo conforman: los proveedores de redes y servicios de telecomunicaciones, los proveedores de plataformas y servicios TIC, los usuarios y todos aquellos que de una u otra forma intervienen en la sociedad del conocimiento virtual.
