Book excerpt: Military conflicts and dictatorships in Latin America are the main consequences of the increasingly autonomous role of the armed forces in the region, asserts noted scholar Augusto Varas, and international factors related to the expansion of weapon industries in the North and the increasing flow of financial resources to Latin America are accelerating the arms race. Varas discusses the historical function of the armed forces in local politics, the new ideology of the "national security doctrine," and the process of conflict perception by the Latin American military. He also analyzes the inevitable relations between the arms race and the political role of the region's armed institutions. Using Chile as an example, he places these factors in context and illustrates how political crisis can escalate into a regional arms race. He then concludes with a discussion of the links between prospects for democracy in the region and demilitarization and disarmament.

Book excerpt: Latin America is currently caught in a middle-quality institutional trap, combining flawed democracies and low-to-medium capacity States. Yet, contrary to conventional wisdom, the sequence of development - Latin America has democratized before building capable States - does not explain the region's quandary. States can make democracy, but so too can democracy make States. Thus, the starting point of political developments is less important than whether the State-democracy relationship is a virtuous cycle, triggering causal mechanisms that reinforce each other. However, the State-democracy interaction generates a virtuous cycle only under certain macroconditions. In Latin America, the State-democracy interaction has not generated a virtuous cycle: problems regarding the State prevent full democratization and problems of democracy prevent the development of state capacity. Moreover, multiple macroconditions provide a foundation for this distinctive pattern of State-democracy interaction. The suboptimal political equilibrium in contemporary Latin America is a robust one.

Book excerpt: This book examines Argentine foreign policy under the military dictatorship from 1976–1983, also known as the National Reorganization Process. It brings together case studies on the most distinctive decisions and key issues in the regime’s foreign relations, including the international response to human rights violations, the dispute with Chile over the Beagle Channel, covert operations in Central America, the Argentine nuclear program, and the Falklands War. Lisińska examines the influence of ideological factors on foreign policy decisions, highlighting the relationship between the nationalism shaping the military’s policy goals and its pragmatic approach to achieving them.

Available in PDF, EPUB and Kindle. Book excerpt: The German-born, Chilean author Norbert Lechner remains one of Latin America’s most prominent and creative social scientists. His work is indebted to the intense debates regarding theories of modernization, developmentalism, and dependence that took place in Latin American intellectual and political circles. These theoretical sources were present as a cognitive horizon in his essential writings, and many of the central concerns that enlivened his oeuvre arose from his intellectual immersion in these deliberations. If the confrontations with the revolutionary discourses of the 1960s informed his vision of the Latin American state, his experience with authoritarianism led him to pose a question that would become central to all his career: What does it mean to do politics, and what does it mean to do democratic politics? This anthology, which includes the first translations into English of three of his most outstanding works can guide our readers, like Ariadne’s thread, through the intellectual output of this great thinker. It should also be said that these writings contain some of the most intellectually stimulating approaches to political sociology written in Latin America. Published between the 1980s and the first decade of the 2000s, the texts cover a span of more than thirty years during which the author developed a very personal vision as he sought to understand politics in a different way.

Book excerpt: This book argues for a new reading of the political and ethical through the literatures of Argentina, Chile, and Paraguay from 1970-2000. Carlos Amador reads a series of examples from the last dictatorship and the current post-dictatorship period in the Southern Cone, including works by Augusto Roa Bastos, Roberto Bolaño, Ceferino Reato, Horacio Verbitsky, Nelly Richard, Diamela Eltit, and Willy Thayer, with the goal of uncovering the logic behind their conceptions of belonging and rejection. Focusing on theoretical concepts that make possible the formation of any and all communities, this study works towards a vision of literature as essential to the structure of ethics.

This book was released on 2019-07-25 with total page 217 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the intersection of two emergent and vibrant fields of study in international human rights law: transitional justice and corporate accountability for human rights abuses. While both have received significant academic and political attention, the potential links between them remain largely unexplored. This book addresses the normative question of how international human rights law should deal with corporate accountability and violations of economic, social and cultural rights in transitional justice processes. Drawing on the Argentinian transitional justice process, the book outlines the theoretical and practical challenges of including corporate accountability in transitional justice processes through existing mechanisms. Offering specific insights about how to deal with those challenges, it argues that consideration of the role of all actors, and the whole spectrum of human rights violated, is crucial to properly address the root causes of violence and conflict as well as to contribute to a sustainable and positive peace. This interdisciplinary book will be of interest to students and scholars of transitional justice, human rights law, corporate law and international law.
