Following the introductory chapter, Chapter 2 focuses on the macroeconomic framework and the resources envelope. Chapter 3 considers issues of budget execution and control. Chapter 4 is on budget planning and preparation. Chapter 5 explores the dimensions of poverty in Laos and how expenditures planning and management can support the objective of poverty alleviation. The final chapter provides an analysis of public expenditure issues in the context of six major sectors: education, health, agriculture, energy, transportation, and forestry. These explore further the means alleviating poverty, as well as highlighting the cross-cutting issues relating to public expenditure planning and management.

Book excerpt: The purpose of the Public Expenditure and Financial Accountability (PEFA) assessment is to provide the Government of Lao PDR (GOL) with a concise, standardized, objective, indicator-led assessment of the country's public financial management (PFM) systems to provide a benchmark against which to measure the further strengthening of Lao PFM. Partial assessments have been made in the past. However, this is the first comprehensive diagnosis covering the overall PFM system in Lao PDR. The Lao PDR (current population 6 million) is on the United Nations' (UN) 2008 list of least-developed countries (LDCs), with average per-capita income of approximately US$850. The Government of Lao's (GOL) objective is that economic growth should lift the country out of this status by 2020. The economy has been growing rapidly in the most recent period: over 2000-08, Gross Domestic Product (GDP) grew by 7 percent a year on average. Development of the economy has depended particularly on the growth of mineral and energy exports and of tourism, and on the development of light manufacturing whose products are sold primarily in South East Asian markets. The output of agriculture, which continues to account for approximately 75 percent of employment, has been growing but more slowly. The most developed parts of the country are the flatter lands of the Mekong valley, which also provide the bulk of tax revenues. The remoter hill country areas remain engaged primarily in subsistence agriculture and forestry activities.

Book excerpt: Efficient utilization of overall resources through sound public financial management (PFM), good governance and oversight are priorities in the Lao PDR government's reform agenda. The strengthening of PFM systems is fundamental to the successful development of Lao PDR and has been center stage in the Government's policy agenda. There has been slow progress since 2010 in strengthening the quality of PFM systems and processes and there has also been a pause in the PFM reform agenda since 2013. This Public Expenditure and Financial Accountability (PEFA) Lao PDR 2018 is intended to assess the current state of PFM in Lao PDR. This PEFA uses the upgraded 2016 methodology that has more demanding PFM standards with new calibration and scoring criteria. While it is expected that the assessment generates relatively low scores and reveal severe PFM performance gaps. The Government expects that the narrative will also highlight the area of ongoing or planned reform action in order to link the analysis to the existing areas of the new PFM reform agenda and to support the post-PEFA dialogue on the priorities and sequencing of the reform actions. this context, the GoL agreed at the end of 2016 to carry out a PEFA self-assessment managed by the WB and financed by the EU, to establish a diagnostic study of the PFM system using the PEFA 2016 methodology. It is expected that the PEFA exercise gives further impetus to the momentum created by the launch of the PFM reform agenda, mobilizing the participating institutions on the subsequent dialogue on PFM reform policy decisions. The overall objective of the PEFA assessment is to provide a baseline with an evidence-based PFM performance assessment to guide the Government's PFM reform strategy and potential engagement with its development partners in further strengthening PFM in the country.
