Prior to the Meiji Period (1868–1912), the idea of a single, unified Japanese language did not exist. Only as Japan was establishing itself as a modern nation-state and an empire with expanding colonies did there arise the need for a national language to construct and sustain its national identity. Re-examining debates and controversies over genbun itchi (unification of written and spoken languages) and other language reform movements, Lee discusses the contributions of Ueda Kazutoshi (1867–1937) and Hoshina Koichi (1872–1955) in the creation of kokugo and moves us one step closer to understanding how the ideology of kokugo cast a spell over linguistic identity in modern Japan. She examines the notion of the unshakable homogeneity of the Japanese language—a belief born of the political climate of early-twentieth-century Japan and its colonization of other East Asian countries—urging us to pay attention to the linguistic consciousness that underlies "scientific" scholarship and language policies. Her critical discussion of the construction of kokugo uncovers a strain of cultural nationalism that has been long nurtured in Japan’s education system and academic traditions. The ideology of kokugo, argues Lee, must be recognized both as an academic apparatus and a political concept. The Ideology of Kokugo was the first work to explore Japan’s linguistic consciousness at the dawn of its modernization. Assimilation policies led to a significant body of literature written in Japanese by colonial writers by the 1930s. After its unconditional surrender in 1945, Japan abruptly receded to a nation-state, establishing its present-day borders. Following Korea’s liberation, Korean was labeled the national language of the Korean people, and Japanese-language texts were purged from the Korean literary canon. At the same time, these texts were also excluded from the Japanese literary canon, which was reconfigured along national, rather than imperial, borders. In Colonizing Language, Christina Yi investigates how linguistic nationalism and national identity intersect in the formation of modern literary canons through an examination of Japanese-language cultural production by Korean and Japanese writers from the 1930s through the 1950s, analyzing how key texts were produced, received, and circulated during the rise and fall of the Japanese empire. Book excerpt: The teaching of history in South African and Japanese schools has attracted sustained criticism for the alleged attempts to conceal the controversial aspects of their countries' past and to inculcate ideologies favourable to the ruling regimes. This book is the first attempt to systematically compare the ways in which education bureaucracy in both nations dealt with opposition and critics in the period from ca. 1945 to 1995, when both countries were dominated by single-party governments for most of the fifty years. The author argues that both South African and Japanese education bureaucracy did not overtly express its intentions in the curriculum documents or in the textbooks, but found ways to enhance its authority through a range of often subtle measures. A total of eight themes in 60 officially approved Standard 6 South African and Japanese middle-school history textbooks have been selected to demonstrate the changes and continuity. This work hopes to contribute to the existing literature of comparative history by drawing lessons that would probably not have emerged from the study of either country by itself.

Crucially, exploring the social construction of school textbooks and the messages they impart provides an important context from within which to critically investigate the dynamics underlying the cultural politics of education and the social movements that form it and which are formed by it. The school curriculum is essentially the knowledge system of a society incorporating its values and its dominant ideology. The curriculum is not “our knowledge” born of a broad hegemonic consensus, rather it is a battleground in which cultural authority and the right to define what is labelled legitimate knowledge is fought over. As each chapter in this book illustrates curriculum as theory and practice has never been, and can never be, divorced from the ethical, economic, political, and cultural conflicts of society which impact so deeply upon it. We cannot escape the clear implication that questions about what knowledge is of most worth and about how it should be organized and taught are problematic, contentious and very serious.
