Book excerpt: Landing Votes explores the conditions under which democratic Latin American governments address persistent political and economic inequities. The book points out a surprising 'coincidence': nearly every extension of suffrage to the rural poor occurred at the same time as land reform. Politicians did not merely react to peasants' demands; rather, they sought political power by extending the right to vote while redistributing land. The book concludes that party institutionalization enhanced the prospects for reforms by holding politicians accountable. More significant reforms occurred which benefited more of the rural poor where institutionalized parties competed for their votes.

Available in PDF, EPUB and Kindle. Book excerpt: Praised by the late John Lewis, this is the seminal book about the long and ongoing struggle to win voting rights for all citizens by the president of The Brennan Center, the leading organization on voter rights and election security, now newly revised to describe today’s intense fights over voting. As Rep. Lewis said, and recent events in state legislatures across the country demonstrate, the struggle for the right to vote is not over. In this “important and powerful” (Linda Greenhouse, former New York Times Supreme Court correspondent) book Michael Waldman describes the long struggle to extend the right to vote to all Americans. From the writing of the Constitution, and at every step along the way, as disenfranchised Americans sought this right, others have fought to stop them. Waldman traces this history from the Founders’ debates to today’s many restrictions: gerrymandering; voter ID laws; the flood of dark money released by conservative organizations; and the concerted effort in many state legislatures after the 2020 election to enact new limitations on voting. Despite the pandemic, the 2020 election had the highest turnout since 1900. In this updated edition, Waldman describes the nationwide effort that made this possible. He offers new insights into how Donald Trump’s false claims of fraud—“the Big Lie”—led to the January 6 insurrection and the fights over voting laws that followed one of the most dramatic chapters in the story of American democracy. As Waldman shows, this fight, sometimes vicious, has always been at the center of American politics because it determines the outcome of the struggle for power. The Fight to Vote is “an engaging, concise history…offering many useful reforms that advocates on both sides of the aisle should consider” (The Wall Street Journal).

Book excerpt: This book challenges the conventional wisdom that policy performance is the most important determinant of regime support. It does so by focusing on two countries where performance and support do not match. Chile is the economic envy of every country in Latin America, yet support has been surprisingly anemic. By contrast, Venezuela managed to maintain extremely high levels of support during the reign of Hugo Chávez despite severe failures of governance. Resolution of these paradoxes requires turning away from policy decisions and focusing instead on how those decisions are made. Taking inspiration from democratic theory and social psychology, this book argues that extensive opportunities for direct participation in the political process engenders in citizens strong feelings of efficacy - a sense of control over the course of politics. Rhodes-Purdy uses a mixed-methods approach to test this theory, including qualitative case studies, analysis of survey data, and experimental methods.

Available in PDF, EPUB and Kindle. Book excerpt: Popular elections are at the heart of representative democracy. Thus, understanding the laws and practices that govern such elections is essential to understanding modern democracy. In this book, Cox views electoral laws as posing a variety of coordination problems that political forces must solve. Coordination problems - and with them the necessity of negotiating withdrawals, strategic voting, and other species of strategic coordination - arise in all electoral systems. This book employs a unified game-theoretic model to study strategic coordination worldwide and that relies primarily on constituency-level rather than national aggregate data in testing theoretical propositions about the effects of electoral laws. This book also considers not just what happens when political forces succeed in solving the coordination problems inherent in the electoral system they face but also what happens when they fail.
