Ampio spazio è dedicato allo strumento finalizzato al concorso degli Enti Locali al contenimento dei saldi di finanza pubblica: il saldo finanziario, in termini di competenza, tra entrate finali e spese finali che ha sostituito il Patto di stabilità. Di rilievo l’analisi sulla complessa gestione dell’ente locale, in relazione ai macro-settori di attività più rilevanti, quali il bilancio, la gestione finanziaria, gli Investimenti e le fonti di finanziamento, la programmazione e il controllo, la revisione con un’analisi dettagliata del Programma delle attività di revisione per l’anno 2017, la valutazione del personale e dei dirigenti. La seconda parte del volume dedicata alla gestione dei servizi pubblici locali, è stata completamente rivista alla luce del rinnovato quadro normativo ridisegnato con Testo unico partecipate - D.Lgs. 175/2016 – e con lo Schema di decreto legislativo recante disposizioni integrative e correttive al citato Testo unico partecipate. A tal fine, “Sistemi di rilevazione e misurazione delle performance aziendali” è stato suddiviso in tre parti che, in modo coerente ed integrato, permettono al lettore di compiere un “percorso” logico, che ha inizio con la redazione del bilancio di esercizio, passa attraverso le analisi di bilancio, con l’individuazione e il calcolo di un sistema selezionato e significativo di indicatori e KPI, per terminare con l’analisi dei sistemi di programmazione e controllo della gestione a supporto dei processi di decision-making. La prima parte affronta le regole del bilancio in Italia, comprensive della nuova Dichiarazione Non Finanziaria (DNF) introdotta con il Decreto Legislativo 254/2016 con il processo di valutazione delle poste patrimoniali ed economiche, secondo i principi contabili OIC. La seconda parte propone un modello integrato di misurazione delle performance aziendali, che si fonda sui sistemi e tecniche delle analisi di bilancio che conducono alla predisposizione di cruscotti di indicatori e KPI che consentono un’analisi sistemica ed integrata della performance. La terza ed ultima parte, approfondisce i sistemi, le metodologie e gli strumenti che supportano il management aziendale: a) nella definizione degli obiettivi fondamentali dell’azienda, b) nell’identificazione di strategie, piani, programmi operativi e attività da svolgere per raggiungere gli obiettivi, c) nella modalità di valutazione del loro grado di raggiungimento. I destinatari di questo lavoro sono gli studenti dei corsi di Laurea triennale in Economia aziendale, ma anche coloro, che avendo un profilo formativo “tecnico” o “umanistico”, intendano acquisire maggiore consapevolezza e sensibilità verso le logiche e i connessi strumenti di governo e management aziendale.

Improved private sector policies to encourage startup activity and competition can help countries compete in the digital age. Governments also need to ensure that firms pay their fair share of taxes, in part to fund this new social contract. The 2019 World Development Report presents an analysis of these issues based upon the available evidence.
