Nous cherchons à comprendre la perception que les auteurs des trois pays ont du processus d'unification et de ses conséquences. Pour cela, nous nous basons sur des ouvrages et des articles à caractère "scientifique". La première partie présente un état des lieux de l'unification allemande : principales étapes, débats et enjeux, mais aussi les problèmes. Les réactions à l'étranger pendant l'année de l'unification (automne 1989-automne 1990) constituent notre seconde partie : les auteurs français, britanniques et américains analysent les événements, les réactions des gouvernements, de la presse et de l'opinion. La dernière partie traite de la période 1990-1995 ; les premiers pas de l'Allemagne unifiée dans le domaine stratégique et économique. Les hésitations et les erreurs de celle-ci amènent une série de crises avec ses alliés (guerre du Golfe, Yougoslavie etc.). Par ailleurs, les difficultés des nouveaux Länder et du pays suscitent l'inquiétude. De plus, la puissance économique et financière allemande pose problème : quel type d'intégration serait souhaitable en Europe avec l'Allemagne ? En conclusion, on peut dire qu'un clivage entre Européens et Américains se dessine. Les uns sont hostiles à la réunification et ils critiquent les débuts de l'Allemagne unie. Aux Etats-Unis, on se réjouit plutôt d'avoir une Allemagne plus puissante en Europe

Ces derniers étaient globalement pour la réunification perçue comme inéluctable dans un avenir plus ou moins proche. La première partie étudie ensuite ce processus de réunification à travers le rôle des instances communautaires en 1989-90. Le rôle important des états membres dans cette étape inédite est également souligné. La deuxième partie étudie l'influence de la réunification sur la communauté européenne. Y sont surtout relevées les "erreurs de jeunesse" de la nouvelle Allemagne et leur perception par les partenaires: conflit irakien et yougoslave, referendum français de Maastricht en 1992, rôle de la Bundesbank dans le SME, etc... Enfin, les impulsions de l’Allemagne unie sur l’Europe de l'est et sur le contenu et les résultats du traité sur l'Union Européenne, approuvé lors du sommet en décembre 1991 à Maastricht, ont été étudiées. La conclusion retient que tous les partenaires de la communauté devront encore pour un certain temps partager les difficultés économiques et sociales de l’Allemagne.

Schroeder's central claim was that the European states system underwent a fundamental transformation in the revolutionary, Napoleonic, and Vienna eras from a system of competitive, conflictual power politics based purely on a shifting balance of power to a more consensual, stable, and peaceful set of relations based on legality, acknowledged rights and obligations, and shared norms. The contributors to this volume, while examining this claim, primarily extend the debate to the entire history of European and world international politics from the early seventeenth century to the present. If this transformation was real, they ask, was it only a temporary episode, or does it represent an example of other transformations or structural changes in international politics over the centuries down to the present day, and a possible model for change in the future?
