Available in PDF, EPUB and Kindle.

Book excerpt: Since its birth with the creation of the international Red Cross in 1863, international humanitarian assistance has developed considerably since World War II. In accordance with the Red Cross principle of humanity, it aims at preventing and alleviating human suffering wherever it may be found, protecting life and health and ensuring respect for the human being. International humanitarian assistance involves a complex network of government agencies, intergovernmental and non-governmental organizations, and individual volunteers: it has been labelled a `non-system'. While governments and intergovernmental organizations play a dominant and structured role in this field, the non-governmental organizations and their volunteers have proved to be their necessary operational partners, providing material, medical and moral relief and care wherever it may be needed, beyond borders, at the grassroots level. Following a brief review of recent humanitarian activities of intergovernmental organizations, and an analysis of current trends of voluntarism, this book focuses on the role, status and attitudes of the major humanitarian non-governmental organizations, including the Red Cross organizations, the British charities, Church-related agencies, medical volunteers (such as the `French Doctors') and U.N. volunteers. Should humanitarian non-governmental organizations provide relief assistance with the Red Cross concern for discretion, neutrality and impartiality? Or should they bear witness and denounce publicly human rights violations, at the risk of being expelled from recipient countries and having to stop their assistance? The controversial claim of a `right' to receive and a `duty' to provide humanitarian assistance beyond borders is also addressed, as well as the possible need for a status to be accorded to international volunteers.

Available in PDF, EPUB and Kindle. Book excerpt: How did the global community, both as an idea and as a reality, originate and develop over time? This text examines this concept by looking at the emergence, growth and activities of international organizations from the 19th century to the 21st. Akira Iriye, one of this country's most preeminent historians, proposes a significant rereading of the history of the past fifty years, suggesting that the central influence on the international scene in this period was not the Cold War, but rather a deepening web of international interactions. The first systematic study of international organizations by a historian, Global Community moves beyond the usual framework for studying international relations - politics, war, diplomacy, and other interstate affairs - as it traces the crucial role played by international organizations in determining the shape of the world today.

Available in PDF, EPUB and Kindle. Book excerpt: Events of the past twenty years, including the Cold War and the War on Terror, have meant that the environments of international development co-operation have changed extensively, with dramatic consequences for development policies and North-South relations in general. Perspectives on European Development Cooperation takes stock of such changes, describing and analyzing the new European development agenda, including the role of the European Union. Essays by prominent authorities in the field examine the development policies of individual donor countries and focus on the principles and objectives governing aid strategies and the performances of these policies. This book will be of interest to students of development studies and those involved in determining development policy.

Established unofficially in 1989, the International Conference of Editors of Diplomatic Documents brought together in Paris in October 2005, on the occasion of its 8th meeting, more than thirty delegations. The conference concentrated on the methodology of editing and publishing and chose to focus on the historical theme of the birth and development of the United Nations Organization. Reports and papers presented by the participants are gathered in the present proceedings, the publishing of which was entrusted by the Archives of the ministère des Affaires étrangères to Peter Lang Publishing Group, which is currently responsible for publishing the Documents diplomatiques français. The reader will find in this publication the trade secrets of the French series and of the earliest analogous series of diplomatic documents, as well as discover other more recent collections or even some in the process of being created.
