Book excerpt: First published in 1967, Professor Bairoch’s Diagnostic de L’Evolution Economique du Tiers-Monde has gone into four editions, and has brought the author an international reputation. This English translation is, in effect, another edition based on the latest French text but incorporating much which is not to be found there. The statistical tables have been revised and expanded wherever possible to include figures up to the end of 1972; the bibliography has been specially adapted to include the literature on the subject in the English language; and two new chapters have been written: Chapter 8 on ‘Urbanization’ and Chapter 9 on ‘The labour force and employment’. It has been Professor Bairoch’s aim in this book to examine the development of under-developed countries (including China) during the present century and through the use of comparative statistics to formulate a diagnosis of their growth. His analysis includes, whenever relevant, a comparison between the present economic progress of Third World countries and that of the developed countries at the time of their ‘take off’. Special attention has also been given to China’s unique path of development. In the course of his research the author has elaborated several new series. The production of these new series and their integration with existing data make this book a valuable quantitative economic history of the Third World.

Book excerpt: Professor Erik Thorbecke's study, here published, continues the empirical work undertaken by Folke Hilgerdt for the League of Nations. It is a study of actual trade and payments derived laboriously from the voluminous statistical data published by national governments and international institutions. The col lection, analysis and interpretation of this mass of data involved much patient industry, but in the process of brooding over the detail a truer understanding of the complex structure of world trade was gained than could be achieved in any other way. Trade of course is nearly always bilateral. When goods are re-exported they are, for the most part, refashioned and changed into essentially new utilities. What is multilateral or bilateral or regional in a system of international trade is the method of payment. The justification for multilateralism is the opportunity it affords for countries to specialize, so that one country may use the foreign exchange earned by its exports to buy imports from a third country. Indeed this statement in terms of countries obscures the ultimate realities. In a free multilateral system it is individuals who import and export. When they can freely buy and sell the foreign exchange acquired or required for their transactions, payments are multilateral and the network of trade extends widely across political boundaries. What Mr. Thorbecke shows is that political controls of pay ments have confined more trade within restricted channels.

Book excerpt: A new history of French social thought that connects postwar sociology to colonialism and empire In this provocative and original retelling of the history of French social thought, George Steinmetz places the history and development of modern French sociology in the context of the French empire after World War II. Connecting the rise of all the social sciences with efforts by France and other imperial powers to consolidate control over their crisis-ridden colonies, Steinmetz argues that colonial research represented a crucial core of the renascent academic discipline of sociology, especially between the late 1930s and the 1960s. Sociologists, who became favored partners of colonial governments, were asked to apply their expertise to such “social problems” as detribalization, urbanization, poverty, and labor migration. This colonial orientation permeated all the major subfields of sociological research, Steinmetz contends, and is at the center of the work of four influential scholars: Raymond Aron, Jacques Berque, Georges Balandier, and Pierre Bourdieu. In retelling this history, Steinmetz develops and deploys a new methodological approach that combines attention to broadly contextual factors, dynamics within the intellectual development of the social sciences and sociology in particular, and close readings of sociological texts. He moves gradually toward the postwar sociologists of colonialism and their writings, beginning with the most macroscopic contexts, which included the postwar “reoccupation” of the French empire and the turn to developmentalist policies and the resulting demand for new forms of social scientific expertise. After exploring the colonial engagement of researchers in sociology and neighboring fields before and after 1945, he turns to detailed examinations of the work of Aron, who created a sociology of empires; Berque, the leading historical sociologist of North Africa; Balandier, the founder of French Africanist sociology; and Bourdieu, whose renowned theoretical concepts were forged in war-torn, late-colonial Algeria.
