The articles within this volume of the “Potsdamer Beiträge zur Hochschulforschung” (Potsdam Contributions to Higher Education Research) analyse and share the experiences of such training programmes held in Colombia, Democratic Republic of Congo, Guinea, Malaysia, Kenya, and Uganda. In addressing this issue Diagne and Amselle also tackle many related themes, such as the concepts of race, culture and identity, the role of languages in philosophy as practised in different cultural areas, the various conceptions of Islam, especially in West Africa, and the outlines of an Africa which can be thought of at the same time as singular and as plural. Each thinker looks back at his writings on these themes, comparing and contrasting them with those of his interlocutor. While Amselle seeks to expose the essentialist and culturalist logics that might underlie postcolonial and decolonial thought, Diagne consistently refuses to adopt the trappings of the Afrocentrist and particularist thinker. He argues instead for a total decentring of all thought, one that rejects all ‘centrisms’ and highlights instead branchings and connections, transfers, analogies and reciprocal influences between cultural places and intellectual fields that may be distant but are not distinct in space and time. This volume is a timely contribution to current debates on the postcolonial question and its new decolonial form. Bellin argues that the special conditions of late development, most notably the political paradoxes created by state sponsorship, fatally limit class commitment to democracy. In many developing countries, she contends, those who are empowered by capitalist industrialization become the allies of authoritarianism rather than the agents of democratic reform.Bellin generates her propositions from close study of a singular case of stalled democracy: Tunisia. Capital and labor's complicity in authoritarian relapse in that country poses a puzzle. Stalled Democracy also explores the transformative capacity of state-sponsored industrialization. Part Two deals with 'Contemporary Issues.' This disease, which has devastated the African continent, demands a theological and practical response from those who claim to follow Jesus Christ. Two essays address the question of Islam and Muslim-Christian Relations in Africa. The resurgence of Islam in the world today is a concern of many. For those who believe in Jesus, this is a challenge which demands much wisdom and love. How should we respond to our Muslim neighbours? What are appropriate and thoughtful ways to share the love of Christ? Two further essays appear under the title of 'The Marginalized.' This could, of course, be a much large section. Those who suffer from AIDS could be included in this number, and one might have expected to see at least one essay on the place of women. In this volume, however, the 'disabled' and youth are highlighted. Both groups are clearly in need of the attention of the churches, and both groups are clearly misunderstood and neglected. The final section of Part Two contains essays, which focus attention on 'Theological Paedagogy.' All of the other contributions to this volume make suggestions and arguments about curriculum, resources, and issues of concern for theological educators. The causal aim of this book is that these essays may help us to reflect in an intentional way on the implications of contemporary realities for the future of theological education.

Book excerpt: Scholars in the Marketplace is a case study of market-based reforms at Uganda's Makerere University. With the World Bank heralding neoliberal reform at Makerere as the model for the transformation of higher education in Africa, it has implications for the whole continent. At the global level, the Makerere case exemplifies the fate of public universities in a market-oriented and capital friendly era. The Makerere reform began in the 1990s and was based on the premise that higher education is more of a private than a public good. Instead of pitting the public against the private, and the state against the market, this book shifts the terms of the debate toward a third alternative than explores different relations between the two. The book distinguishes between privatisation and commercialisation, two processes that drove the Makerere reform. It argues that whereas privatisation (the entry of privately sponsored students) is compatible with a public university where priorities are publicly set, commercialisation (financial and administrative autonomy for each faculty to design a market-responsive curriculum) inevitably leads to a market determination of priorities in a public university. The book warns against commercialisation of public universities as the subversion of public institutions for private purposes.
