Required to be developed every four years, these reports provide the most comprehensive and up-to-date evaluation of climate change impacts available for the United States, making them a unique and important climate change document. The draft Fourth National Climate Assessment (NCA4) report reviewed here addresses a wide range of topics of high importance to the United States and society more broadly, extending from human health and community well-being, to the built environment, to businesses and economies, to ecosystems and natural resources. This report evaluates the draft NCA4 to determine if it meets the requirements of the federal mandate, whether it provides accurate information grounded in the scientific literature, and whether it effectively communicates climate science, impacts, and responses for general audiences including the public, decision makers, and other stakeholders.

More attention is being given to mitigation than to adaptation. In any case, it is difficult to formulate any political options without complete studies on the responses to the drivers of deforestation and forest degradation and on the vulnerability of the forest populations and their capacity to absorb climate shocks.

It is based on a survey of more than 9,000 farmers in 11 countries: Burkina Faso, Cameroon, Egypt, Ethiopia, Ghana, Kenya, Niger, Senegal, South Africa, Zambia, and Zimbabwe. The study uses a Ricardian cross-sectional approach in which net revenue is regressed on climate, water flow, soil, and economic variables. The results show that net revenues fall as precipitation falls or as temperatures warm across all the surveyed farms. In addition to examining all farms together, the study examined dryland and irrigated farms separately. Dryland farms are especially climate sensitive. Irrigated farms have a positive immediate response to warming because they are located in relatively cool parts of Africa. The study also examined some simple climate scenarios to see how Africa would respond to climate change. These uniform scenarios assume that only one aspect of climate changes and the change is uniform across all of Africa. In addition, the study examined three climate change scenarios from Atmospheric Oceanic General Circulation Models. These scenarios predicted changes in climate in each country over time. Not all countries are equally vulnerable to climate change. First, the climate scenarios predict different temperature and precipitation changes in each country. Second, it is also important whether a country is already hot and dry. Third, the extent to which farms are irrigated is also important.

With contributions from more than a dozen well-renowned researchers in political science, law and sociology, this book analyzes IPBES functioning and challenges in terms of the knowledge selection process and actors involved. The book reveals that, through its conceptual framework, IPBES promotes a pluralistic view of nature that calls for a broadening of the disciplinary frontiers. It combines natural science and social science research and also includes indigenous and local knowledge. IPBES is considered to represent the institutionalization of a permanent knowledge assessment on biodiversity and is often referred to as an IPCC success story, constituting a new stage in global environmental governance. In analyzing the knowledge selection process for IPBES decision making, the book better situates IPBES within the biodiversity and global governance domain. It ultimately argues that the establishment of IPBES provides a new opportunity to coordinate the different international conventions (CBD, RAMSAR, CITES, etc.) and initiatives (international assessment of marine biology, scientific programs, funding, etc.).

Climate change is also associated with damages to the physical and natural environment, as well as to biodiversity. According to the 5th Assessment Report produced by the Inter-Governmental Panel on Climate Change (IPCC), many geographical regions across the world are moderately or highly vulnerable to climate change, whose impacts may be further exacerbated by other human-induced pressures. The above state of affairs illustrates the need for a better and more holistic understanding of how climate change affects countries and regions on the one hand, but also on how the many problems it causes may be managed on the other, vis-a-vis a better ability to adapt.
