Available in PDF, EPUB and Kindle. Book excerpt: This report provides the most comprehensive and rigorous analysis of Iraqi income and expenditure in several decades. The report makes extensive use of the Iraq Household Socio-Economic Survey, the first nationwide income and expenditure survey since 1988. IHSES data is complemented income and expenditure data from a wide range of other measures of living standards, allowing us to analyze living standards in a holistic way. The analysis presented here was performed with two main goals first, to inform the Government s Poverty Reduction Strategy; and second, to serve as a baseline for future assessments of changes in living standards and the identification of critical issues for deeper examination. Iraqi living standards have two unusual characteristics. First, they have fallen over the past generation. Second, they feature surprisingly little inequality. These characteristics are both rooted in Iraq s recent history of authoritarian government, war, military occupation, insurgency, and civil strife leading to infrastructure destruction and population displacement. There have been few opportunities for individuals to prosper from professional or entrepreneurial activities. Decades of neglected investment have resulted in deterioration of social services and economic infrastructure. Consequently, individuals have lacked capabilities to prosper and an investment climate conducive to prosperity. School enrollment and life expectancy have declined. Extremely low returns to education reflect the combination of poor educational quality and lack of employment opportunities. In terms of economic infrastructure, access to reliable electricity and water, and even access to paved roads are low, are further reflections of decades of neglect. While the upper end of the distribution has been pulled down by a lack of opportunities, the lower end has been supported by direct government provision of food. The Public Distribution System (PDS) provides 85 percent of food needs. While PDS has been useful as a safety net for the poor and the vulnerable, the system is expensive, inefficient, and fiscally risky. Indeed, PDS food rations account for a far greater share of public spending than does education or health. Going forward, Iraq faces two main challenges. First, although Iraq does not have to develop from scratch, it faces a formidable challenge in re-development. Second, a shift by the Government is required from direct provision of basic subsistence toward investment in human capacities. The Government can provide an enabling environment through investments in economic infrastructure and services to business and citizens, thus allowing the population to make productive use of education and their own labor. Both challenges are now being taken up by the Poverty Reduction Strategy, which articulates a detailed set of required actions and outlines priorities for government spending.

Available in PDF, EPUB and Kindle. Book excerpt: This volume focuses on language and ethics in literary genres, such as dystopia, science fiction, and fantasy, that depict encounters with alterity. Indeed, so-called “genre literature” embodies a heuristic model that dramatizes and exacerbates these encounters by featuring exotic, subhuman or post-human beings that defy human knowledge, elements particularly prevalent in science fiction and fantasy. These genres have often been regarded as an entertaining or escapist field that does not lend itself to ethical and poetical reflections, limiting its scope to a hollow and servile repetition of genre codes. This volume shows unequivocally that this field does lend itself to such reflections. The contributors to this book highlight genre literature’s defamiliarising power, through which things can be “seen”. In meta-conceptualising the relationship between language and reality, it problematises and enhances this relation by making it more easily perceivable. The book shows that, rather than contenting itself with merely questioning the mechanism of estrangement, genre literature explores the confines of readability and the boundary between the readerly and the writerly. In their desire to represent the Other in all its complexity, writers are indeed confronted with an ethical and poetical aporia: how can what escapes humanity be described in human language? How can human language represent things that have no known referent in the reader’s world of experience? This collection of essays reveals that the most prototypical traits of genre literature lie in the encounter with otherness and the linguistic issues this raises.

Book excerpt: From environmental management to land planning and geo-marketing, the number of application domains that may greatly benefit from using data enriched with spatio-temporal features is expanding very rapidly. This book shows that a conceptual design approach for spatio-temporal databases is both feasible and easy to apprehend. While providing a firm basis through extensive discussion of traditional data modeling concepts, the major focus of the book is on modeling spatial and temporal information.

Available in PDF, EPUB and Kindle. Book excerpt: This book advances a model for the analysis of contemporary satirical humour. Combining a range of theoretical frameworks in stylistics, pragmatics and discourse analysis, Simpson examines both the methods of textual composition and the strategies of interpretation for satire. Verbal irony is central to the model, in respect of which Simpson isolates three principal “ironic phases” that shape the uptake of satirical humour. Throughout the book, consistent emphasis is placed on satire’s status as a culturally situated discursive practice, while the categories of the model proposed are amply illustrated with textual examples. A notable feature of the book is a chapter on the legal implications of using satirical humour as a weapon of attack in the public domain. A book where Jonathan Swift meets Private Eye magazine, this entertaining and thought-provoking study will interest those working in stylistics, humorology, pragmatics and discourse analysis. It also has relevance for forensic discourse analysis, and for media, literary and cultural studies.

Available in PDF, EPUB and Kindle. Book excerpt: This volume is a study of the language of literary texts. It looks at the usefulness of pragmatic theories to the interpretation of literary texts and surveys methods of analysing narrative, with special attention given to narratorial authority and character focalisation. The book includes a description of Grice's Co-operative Principle and its contribution to the interpretation of literary texts, and considers Sperber and Wilson's Relevance Theory, with particular stress on the valuable insights into irony and varieties of indirect discourse it offers. Bakhtin's theories are introduced, and related to the more explicitly linguistic Relevance Theory. Metaphor, irony and parody are examined primarily as pragmatic phenomena, and there is a strand of sociolinguistic interest particularly in relation to the theories of Labov and Bakhtin.

Available in PDF, EPUB and Kindle. Book excerpt: Figurative language, such as verbal irony, metaphor, hyperbole, idioms, and other forms is an increasingly important subfield within the empirical study of language comprehension and use. Figurative Language Comprehension: Social and Cultural Influences is an edited scholarly book that ties together recent research concerning the social and cultural influences on figurative language cognition. These influences include gender, cultural differences, economic status, and inter-group effects, among others. The effects these influences have on people's use, comprehension, and even processing of figurative language, comprise the main theme of this volume. No other book offers such a look at the social and cultural influences on a whole family of figurative forms at several levels of cognition. This volume is of great interest to scholars and professionals in the disciplines of social and cognitive psychology, psycholinguistics, and second language acquisition, as well as cognitive and other fields of linguistics where scholars have interests in pragmatics, metaphor, symbol, discourse, and narrative. Some knowledge of the empirical and experimental methods used in language research, as well as some familiarity with theories underlying the use, comprehension, and processing of figurative language would be helpful to readers of this book.
