Book excerpt: Investments in education across countries in Latin America and the Caribbean have transformed the lives of millions of girls and the prospects of their families and societies. Unleashing the full economic potential of women is nevertheless still a curtailed issue in the region: just about half of women are unable to participate in paid work. The majority of the population out of the labor market is women between the ages of 24 and 45. This is the largest share of the available pool of unused human capital countries have, and where mothers of young children are concentrated. This book argues that more and better childcare constitutes a fundamental policy option to improve female outcomes in the labor market, but countries need to pay particular attention to the design and features of such services. First-rate educational programs will be useless if children are not enrolled or do not attend formal education centers. A large program expansion will be wasted if parents cannot enroll their children because they are unable to reach the center, don’t trust its quality, if the program is too expensive, or if work and care schedules are not compatible. Through an integrated framework applied to each country and an overview of the existing evidence, this book addresses the why and what questions about policy relevant instruments to achieve female labor participation. Parts I and II of the book lay out the motivation for Latin-American and Caribbean countries to act depicting their current situation both in terms of women’s labor participation and the use and provision of childcare services. Moreover, this book tackles the how question contributing to the incipient evidence about factors affecting the take-up of programs and demand for childcare services and other informal care arrangements. Part III of the book explores how to improve services and implement more and better formal, center-based care arrangements for young children. It looks at international benchmarks, discusses different experiences and proposes specific actions to solve potential inequalities in access to childcare.

With this change, a 40-year hiatus in Asian immigration ended. Today, over three-quarters of US immigrants originate from Asia and Latin America. Two issues that dominate discussions of US immigration policy are the progress of post-reform immigrants and their contributions to the US economy. This book focuses on the earnings and human capital investment of Asian immigrants to the US after 1965. In addition, it provides a primer on studying immigrant economic assimilation, by explaining economists’ methodology to measure immigrant earnings growth and the challenges with this approach. The book also illustrates strategies to more fully use census data such as how to measure family income and how to use “panel data” that is embedded in the census. The book is a historical study as well as an extremely timely work from a policy angle. The passage of the 1965 Immigration and Nationality Act set the United States apart among economically developed countries due to the weight given to family unification. Based on analyses by economists—which suggest that the quality of immigrants to the US fell after the 1965 law—policymakers have called for fundamental changes in the US system to align it with the immigration systems of other countries. This book offers an alternative view point by proposing a richer model that incorporates investments in human capital by immigrants and their families. It challenges the conventional model in three ways: First, it views the decline in immigrants’ entry earnings after 1965 as due to investment in human capital, not to permanently lower “quality.” Second, it adds human capital investment and earnings growth after entry to the model. And finally, by taking investments by family members into account, it challenges the policy recommendation that immigrants should be selected for their occupational qualifications rather than family connections.

Measuring the human capital that children born today can expect to attain by their 18th birthdays, the HCI highlights how current health and education outcomes shape the productivity of the next generation of workers and underscores the importance of government and societal investments in human capital. The Human Capital Index 2020 Update: Human Capital in the Time of COVID-19 presents the first update of the HCI, using health and education data available as of March 2020. It documents new evidence on trends, examples of successes, and analytical work on the utilization of human capital. The new data—collected before the global onset of COVID-19—can act as a baseline to track its effects on health and education outcomes. The report highlights how better measurement is essential for policy makers to design effective interventions and target support. In the immediate term, investments in better measurement and data use will guide pandemic containment strategies and support for those who are most affected. In the medium term, better curation and use of administrative, survey, and identification data can guide policy choices in an environment of limited fiscal space and competing priorities. In the longer term, the hope is that economies will be able to do more than simply recover lost ground. Ambitious, evidence-driven policy measures in health, education, and social protection can pave the way for today’s children to surpass the human capital achievements and quality of life of the generations that preceded them.

The reader is then introduced to the basic principles of welfare economics and the economics of externalities, followed by a summary of the traditional theory of household behavior. Subsequent chapters focus on optimal population size according to various social welfare criteria; real and potential externalities generated by the endogeneity of fertility; and the principal alternative reason for having children: to transfer resources from the present to support the future consumption of parents in old age. The book concludes by assessing the implications of endogenous fertility for within-generation income distribution policies and reflecting on the directions in which future research may be fruitful. This monograph will be of value to economists, social scientists, students of welfare economics, and those who wish to understand the contribution of economic analysis to an improved understanding of population policy.

At the same time, some old industrialized countries famously known for being the heaven of the male breadwinner model have introduced surprising innovation in their welfare systems: in Germany massive investment in preschool childcare (Kita) since the early 2000s and the introduction of two "daddy months" in a German parental leave scheme in 2007; in Japan a well-paid parental leave in 2014 and universalization of free preschool education for ages 3-5 in 2017; in South Korea childcare facilities for children below the age of five made free of charge in 2013. Policies aimed at investing in children's care and education and in mothers' labor market participation seem to have bloomed almost everywhere. Worldwide there has been a sharp increase in access to secondary and tertiary education. Youth training programs have spread in many Latin American countries, while European countries have introduced youth guarantees, an innovative inclusive policy for their NEETs (young people not in education, employment, or training)"--
