If the reform is successful there are likely to be effects felt throughout the low--skilled end of the labor market. As former welfare recipients enter the labor market, they may exert downward pressure on wages or displace employment of others already in the labor market. Since there has been limited changes in eligibility for federal welfare programs from which to draw inferences, the magnitude of these labor market effects are uncertain. This study analyses an earlier welfare reform, the elimination of the General Assistance program in Michigan in October 1991, that may provide useful evidence on the effect of the 1996 Federal reform. General Assistance was a large--scale, state--administered program that provided benefits to people who fell through the cracks in federal anti--poverty programs. In all, about 82,000 able--bodied adults lost benefits. Comparisons with changes in labor market outcomes in other states suggest that the labor--market entry of former GA recipients in Michigan led to a 0.9 to 2.6 percentage point increase in employment among high school drop--outs and a 1.2 to 2.7 percent decline in weekly hours. There is little evidence of a systematic effect on hourly earnings among men; however, earnings among women may have fallen by as much as 5.8 percent.

Each chapter examines specific trends in the labor market to ask such questions as: How secure are these low-skill jobs, particularly in the event of a recession? What can these workers expect in terms of wage growth and career advancement opportunities? How will a surge in the workforce affect opportunities for those already employed in low-skill jobs? Finding Jobs offers both good and bad news about work and welfare reform. The second confer ence, held in April 1980, focused on goals and realities of welfare reform. The objectives of the conference were threefold: (1) evaluation of the antipoverty effort so far; (2) discussion of welfare reform alternatives; and (3) prediction of how new initiatives would change work behavior and productivity. During the time this country has been engaged in a "war on poverty," two massive efforts to reform welfare, Richard M. Nixon's Family As sistance Plan (FAP) and Jimmy Carter's Program for Better Jobs and Income (PBJI), were proposed. Both defined national benefit levels and featured a negative income tax. Both measures were defeated in Congress. More modest efforts at reform have, however, changed the economic landscape. Because of the rapid growth in cash and in-kind transfer programs, income poverty is no longer the serious problem that it was in 1964. In fact, looking at the proliferation of programs and the substantial surge in participation rates, some politicians have even advocated a period of government retrenchment. In 1971, the governor of California vii viii INTRODUCTION proposed (and implemented) a major welfare reform in an attempt to stem the rapid growth of welfare caseloads that began in his state in 1967-68. He argued that savings from administrative improvements could be used to raise benefits for the "truly needy.

With characteristic eloquence, wit, and rigor, Solow condemns the welfare reforms recently passed by Congress and President Clinton for confronting welfare recipients with an unworkable choice--finding work in the current labor market or losing benefits. He argues that the only practical and fair way to move recipients to work is, in contrast, through an ambitious plan to guarantee that every able-bodied citizen has access to a job. Solow contends that the demand implicit in the 1996 Welfare Reform Act for welfare recipients to find work in the existing labor market has two crucial flaws. First, the labor market would not easily make room for a huge influx of unskilled, inexperienced workers. Second, the normal market adjustment to that influx would drive down earnings for those already in low-wage jobs. Solow concludes that it is legitimate to want welfare recipients to work, but not to want them to live at a miserable standard or to benefit at the expense of the working poor, especially since children are often the first to suffer. Instead, he writes, we should create new demand for unskilled labor through public-service employment and incentives to the private sector--in effect, fair "workfare." Solow presents widely ignored evidence that recipients themselves would welcome the chance to work. But he also points out that practical, morally defensible workfare would be extremely expensive--a problem that politicians who support the idea blithely fail to admit. Throughout, Solow places debate over welfare reform in the context of a struggle to balance competing social values, in particular self-reliance and altruism. The book originated in Solow's 1997 Tanner Lectures on Human Values at Princeton University. It includes reactions from the distinguished scholars Gertrude Himmelfarb, Anthony Lewis, Glenn Loury, and John Roemer, who expand on and take issue with Solow's arguments. Work and Welfare is a powerful contribution to debate about welfare reform and a penetrating look at the values that shape its course.
