We present illustrative examples that quantify changes in sectoral employment, occupations and skills stemming from two different green policies: (i) the announced green investments in the recovery plan; and (ii) an increase in carbon pricing and an expansion of the EU Emission Trading System (ETS). Our analysis shows that the labor market impact of these two policies is net positive, although the results depend on the design of the green policies, particularly on the use of the proceeds from the increase in carbon pricing. Strengthening active labor market policies, with a focus on training, and complementing them with education policies such as the expansion of vocational training, would facilitate the transition of workers from shrinking to expanding sectors.

Book excerpt: Labor investment is one of the most important investments a firm undertakes to increase its competitive advantage. Prior studies document the determinants of efficient labor investment but the role of top management team (TMT), which undoubtedly plays a major role in an organization's strategic choices, has been overlooked. In this study, I fill this gap by examining the effect of top management team characteristics on labor investment efficiency and labor cost stickiness. Specifically, I focus on the top management team within-firm functional experience (measured as percentage of executives in TMT who have been promoted to executive role from within the firm), tenure diversity (measured using number of years an executive spent in firm's TMT), and the pay for performance sensitivity (PPS) dispersion (the dollar change in an executive's wealth for one-percentage-point change in firm value, divided by annual pay) among top executives as three potential factors affecting the team's group dynamics and top management coordination needs. Using a sample of U.S. firms over the period 2000 to 2019, I find that TMT within-firm functional experience and tenure diversity are negatively and significantly associated with the abnormal net hiring. Specifically, TMT functional experience reduces the underinvestment and tenure diversity reduces the overinvestment in labor. I also find that TMT pay-performance-sensitivity dispersion negatively impacts the abnormal net hiring by reducing the overinvestment in labor. Additionally, I find that TMT functional experience increases labor cost stickiness while PPS dispersion decreases the labor cost stickiness.
