Book excerpt: The past several decades have seen widespread reform of labor markets across advanced industrial countries, but most of the existing research on job security, wage bargaining, and social protection is based on the experience of the United States and Western Europe. In Inequality in the Workplace, Jiyeoun Song focuses on South Korea and Japan, which have advanced labor market reform and confronted the rapid rise of a split in labor markets between protected regular workers and underprotected and underpaid nonregular workers. The two countries have implemented very different strategies in response to the pressure to increase labor market flexibility during economic downturns. Japanese policy makers, Song finds, have relaxed the rules and regulations governing employment and working conditions for part-time, temporary, and fixed-term contract employees while retaining extensive protections for full-time permanent workers. In Korea, by contrast, politicians have weakened employment protections for all categories of workers.In her comprehensive survey of the politics of labor market reform in East Asia, Song argues that institutional features of the labor market shape the national trajectory of reform. More specifically, she shows how the institutional characteristics of the employment protection system and industrial relations, including the size and strength of labor unions, determine the choice between liberalization for the nonregular workforce and liberalization for all as well as the degree of labor market inequality in the process of reform.

Hagen Koo explores the experiences of this first generation of industrial workers and describes its struggles to improve working conditions in the factory and to search for justice in society. The working class in South Korea was born in a cultural and political environment extremely hostile to its development, Koo says. Korean workers forged their collective identity much more rapidly, however, than did their counterparts in other newly industrialized countries in East Asia. This book investigates how South Korea's once-docile and submissive workers reinvented themselves so quickly into a class with a distinct identity and consciousness. Based on sources ranging from workers' personal writings to union reports to in-depth interviews, this book is a penetrating analysis of the South Korean working-class experience. Koo reveals how culture and politics simultaneously suppressed and facilitated class formation in South Korea. With chapters exploring the roles of women, students, and church organizations in the struggle, the book reflects Koo's broader interest in the social and cultural dimensions of industrial transformation.

After years of neglect and exclusion, labor organizers are recognizing both the needs and the importance of immigrants and women employed in the growing ranks of low-paid and insecure service jobs. In Organizing at the Margins, Jennifer Jihye Chun focuses on this shift as it takes place in two countries: South Korea and the United States. Using comparative historical inquiry and in-depth case studies, she shows how labor movements in countries with different histories and structures of economic development, class formation, and cultural politics embark on similar trajectories of change. Chun shows that as the base of worker power shifts from those who hold high-paying, industrial jobs to the formerly "unorganizable," labor movements in both countries are employing new strategies and vocabularies to challenge the assault of neoliberal globalization on workers' rights and livelihoods. Deftly combining theory and ethnography, she argues that by cultivating alternative sources of "symbolic leverage" that root workers' demands in the collective morality of broad-based communities, as opposed to the narrow confines of workplace disputes, workers in the lowest tiers are transforming the power relations that sustain downgraded forms of work. Her case studies of janitors and personal service workers in the United States and South Korea offer a surprising comparison between converging labor movements in two very different countries as they refashion their relation to historically disadvantaged sectors of the workforce and expand the moral and material boundaries of union membership in a globalizing world.

Gi-Wook Shin and Joon Nak Choi build on an emerging stream of research that conceptualizes global labor mobility as a positive-sum game in which countries and businesses benefit from building ties across geographic space, rather than the zero-sum game implied by the "global war for talent" and "brain drain" metaphors. The book empirically demonstrates its thesis by examination of the case of Korea: a state archetypical of those that have been embracing economic globalization while facing a demographic crisis—and one where the dominant narrative on the recruitment of skilled foreigners is largely negative. It reveals the unique benefits that foreign students and professionals can provide to Korea, by enhancing Korean firms' competitiveness in the global marketplace and by generating new jobs for Korean citizens rather than taking them away. The author takes the reader on a walk through the heart of the South Side of Chicago, observing the noise, heavy traffic, the 24-hour restaurants and bars, the rich diversity of people on the streets at all hours of the day and night, and the smell of the highly polluted air. Factory life includes stints at a machine shop, a shortening factory, a railroad car factory, a structural steel shop, a box factory, a chemical plant, and a paper cup factory.
