Y es precisamente esa pregunta la que motivó a los autores de la presente obra a reflexionar respecto a los veinte años que han transcurrido desde la firma del Tratado de Maastricht y la creación de la ue hasta hoy. Así, cabe preguntarse sobre el logro de uno de sus principales objetivos: consolidarse como actor internacional. Entonces, el producto de este trabajo es fruto de meses de discusión que se plasmaron en los documentos presentados en el Foro sobre la Unión y su rol en el escenario internacional, organizado en octubre de 2011 por la Facultad de Finanzas, Gobierno y Relaciones Internacionales de la Universidad Externado de Colombia. A nivel comercial, la ue se había consolidado puesto que la unión aduanera era una realidad desde 1968, dieciocho meses antes de lo previsto por el Tratado de Roma de 1957. Sin embargo, con el cambio de estructura en el sistema internacional, consecuencia de la caída de la Unión Soviética, los países miembros de la ue se enfrentaron a nuevos retos en la escena internacional, desafíos cuya resolución sería más eficiente mediante acciones conjuntas, en bloque, más que de forma individual.
