A nivel comercial, la ue se había consolidado puesto que la unión aduanera era una realidad desde 1968, dieciocho meses antes de lo previsto por el Tratado de Roma de 1957. Sin embargo, con el cambio de estructura en el sistema internacional, consecuencia de la caída de la Unión Soviética, los países miembros de la ue se enfrentaron a nuevos retos en la escena internacional, desafíos cuya resolución sería más eficiente mediante acciones conjuntas, en bloque, más que de forma individual.
