Esto, a su vez, es la condición esencial para poder sostener las medidas sanitarias puestas en ejecución por los gobiernos para superar la pandemia. Además de esta introducción, el presente trabajo está estructurado de la siguiente manera. El capítulo siguiente analiza el proceso de transformación que estaba ya en marcha antes de la aparición de la crisis sanitaria, y al final de esa sección se mencionan brevemente algunos de los impactos del COVID 19 sobre la agricultura y la alimentación. Más adelante en el capítulo tres, se discuten los principales desafíos estructurales de largo plazo que enfrentan la agricultura y la alimentación; en tanto en los capítulos cuatro y cinco se analizan respectivamente las necesidades de ajuste y transformación institucional y los requerimientos de mejoras en políticas públicas sectoriales2 necesarias para enfrentar con éxito los nuevos escenarios. Se incluye finalmente una sección que debate acerca de las necesidades y opciones de financiamiento al sector agroalimentario, asumiendo que para emprender un proceso de recuperación y transformación se requerirán recursos en una escala significativamente mayor a los que se han venido destinando en los últimos años, con la dificultad adicional de que los países de América Latina y el Caribe (ALC) enfrentarán severas restricciones fiscales. Todo esto plantea la necesidad de una gran rigurosidad en la asignación de los recursos, así como la generación de condiciones para la inversión privada e igualmente de la participación activa de la banca multilateral y de las agencias de desarrollo.

En cada ocasión, la Comisión Económica para América Latina y el Caribe (CEPAL) ha presentado un informe sobre el progreso y los desafíos regionales de la Agenda 2030 para el Desarrollo Sostenible. A partir de 2020, los esfuerzos para evaluar el avance hacia el cumplimiento de la Agenda 2030 se han debido realizar en el contexto de las limitaciones impuestas por las medidas para enfrentar la pandemia de enfermedad por coronavirus (COVID-19). En este difícil contexto, la CEPAL continuó haciendo crecientes esfuerzos para evaluar la dinámica del avance hacia el logro de los Objetivos de Desarrollo Sostenible (ODS). Mientras que en 2019 se pudo analizar la evolución de solo 19 series estadísticas de los indicadores de los ODS para la región hacia 2030, en este quinto informe se presentan resultados para 359 series, correspondientes a 111 metas, de las cuales 73 son metas cubiertas por los indicadores priorizados para nuestra región. Ante la contradicción entre, por una parte, los crecientes esfuerzos institucionales para hacer realidad la década de acción para los Objetivos de Desarrollo Sostenible convocada por el Secretario General de las Naciones Unidas y su propuesta Nuestra Agenda Común y, por otra parte, los insuficientes resultados en términos de avance hacia el logro de los ODS, la CEPAL enfatiza su propuesta de llevar adelante una década de acción para un cambio de época. La consecución de los ODS no se logrará con más de lo mismo; debemos avanzar hacia un nuevo sistema económico y social inclusivo y sostenible. En este documento, se presentan propuestas específicas en cuatro áreas en las cuales se debe seguir trabajando: el fortalecimiento del multilateralismo, en particular en materia de financiamiento para el desarrollo; la mejora de la implementación de las políticas productivas, sociales y ambientales de alcance nacional y regional; el aumento de la resiliencia de las instituciones, y la superación de conflictos mediante acuerdos y pactos.

The book comprises two parts. The first part presents general views on tourism and sustainable economic development, and some opinions on the relationship between tourism and the environment. Some of the basic concepts implicit in sustainability are examined in relation to regional development, urban tourism, art cities, and rural tourism. The second part of the book concentrates on strategies and policy instruments. Chapters focus on Rapa Nui (Easter Island), the Mexican Islas Marías, and the Panamanian Caribbean; on ecocritical, environmental and film historical aspects of Brazilian and Argentine river islands; and on Cuban, Guadeloupean, Haitian, and Puerto Rican contexts. The Film Archipelago argues that the islands and archipelagos of Latin American cinema constitute a critically interesting, analytically complex, and historically suggestive angle to explore issues of marginality and peripherality, remoteness and isolation, and fragility and dependency. As a whole, the collection demonstrates to what extent the combined insular and archipelagic lens can re-frame and re-figure both longstanding and recent discussions on the spaces of Latin American cinema.
