Book excerpt: Cartels, trusts and agreements to reduce competition between firms have existed for centuries, but became particularly prevalent toward the end of the 19th century. In the mid-20th century governments began to use so called ‘cartel registers’ to monitor and regulate their behaviour. This book provides cases studies from more than a dozen countries to examine the emergence, application and eventual decline of this form of regulation. Beginning with a comparison of the attitudes to regulation that led to monitoring, rather than prohibiting cartels, this book examines the international studies on cartels undertaken by the League of Nations before World War II. This is followed by a series of studies on the context of the registers, including the international context of the European Union, and the importance of lobby groups in shaping regulatory outcomes, using Finland as an example. Section two provides a broad international comparison of several countries’ registers, with individual studies on Norway, Australia, Japan, Germany, Sweden and the Netherlands. After examining the impact of registration on business behaviour in the insurance industry, this book concludes with an overview of the lessons to be learnt from 20th century efforts to regulate competition. With a foreword by Harm Schroter, this book outlines the rise and fall of a system that allowed nations to tailor their approach to regulating competition to their individual circumstances whilst also responding to the pressures of globalisation that emerged after the Second World War. This book is suitable for those who are interested in and study economic history, international economics and business history.

These policies transformed rural communities and environments and were central to projects of reform and colonial control—as well as to resistance of that control. States of Cultivation examines the processes and effects of agrarian transformation over more than a century as Ottoman, Syrian, Lebanese, and French officials grappled with these new technologies, albeit with different end goals. Elizabeth Williams investigates the increasingly fragmented natures produced by these contrasting priorities and the results of their intersection with regional environmental limits. Not only did post–World War I policies realign the economic space of the mandate states, but they shaped an agricultural legacy that continued to impact Syria and Lebanon post-independence. With this book, Williams offers the first comprehensive account of the shared technocratic ideals that animated these policies and the divergent imperial goals that not only reshaped the region's agrarian institutions, but produced representations of the region with repercussions well beyond the mandate's end.

Generations of students and scholars have learned that the US, having played a key role in the creation of the League of Nations in 1919, did not join the organization and stood aloof from its activities during the whole interwar period. This book questions this idea and argues that, even though the US was not a de jure member of the League of Nations, the financial, human, and intellectual investment of foundations brought about the de facto integration of the US within the League system and also modified the latter’s architecture. The book describes the Americanization of the League and shows how it resulted from three strategies pursued throughout the interwar period: that of US foundations, that of the Secretariat, and that of the US federal government. The book also shows the limits of this Americanization and analyzes the role of the European experts in the coproduction of the postwar international order together with the US government. This book will be of interest to historians and political scientists, as well as undergraduate and graduate students in interdisciplinary programs of international relations.
