Book excerpt: Americans are often baffled by France’s general indifference to religion and laws forbidding religious symbols in public schools, full-face veils in public places, and even the interdiction of burkinis on French beaches. An understanding of laïcité provides insight in beginning to understand France and its people. Laïcité has been described as the complete secularization of institutions as a necessity to prevent a return to the Ancien Régime characterized by the union of church and state. To understand the concept of laïcité, one must begin in the sixteenth century with the Protestant Reformation and freedom of conscience recognized by the Edict of Nantes in 1598. This has been called the period of incipient laïcité in the toleration of Protestantism. The Revocation of the Edict of Nantes in 1685 reestablished the union of the throne and altar, which resulted in persecution of the Huguenots who fought for the principle of the freedom of conscience. French laïcité presents a specificity in origin, definition, and evolution which led to the official separation of church and state in 1905. The question in the early twentieth century concerned the Roman Catholic Church’s compatibility with democracy. That same question is being asked of Islam in the twenty-first century.

The separation of church and state and the autonomy of school education from religion are the two fundamental pillars of France as a secular republic. The historical construction of French secularism (laïcité) was particularly marked by the strong opposition between the state and the Catholic church. However, the religious disaffiliation of a significant proportion of the French strengthened state secularism, which gradually became more consensual – despite some persisting tensions in the school context. Yet, in the last decades, several factors have revived public debate on laicity: the quarrel over ‘sects’ and new religious movements; controversies over Islam, today the second-largest religion in France; and, more recently, dispute over bioethics. Faced with these challenges, laicity as well as the religious groups involved have been changing. The authors of this book, ranking amongst the best French experts in the study of religion and secularism, introduce the reader to a living and lived laicity influenced by the social and religious dynamics of contemporary France. They demonstrate that the configurations of French secularism are both more flexible and complex than they appear to be. The volume investigates the extent to which the French idea of secularization has been pushed to be more thorough and radical in its interaction with its other European counterparts. Taking place at the beginning of Spain’s Second Republic, those parliamentary deliberations brought about significant novelties in the political vocabulary. Concepts such as democracy, sovereignty, reform, revolution, and freedom, among others, were re-signified. This study investigates the conceptual contributions made by Spanish MPs in the course of the constitutional debate of 1931 by assuming, as a research approach, an interdisciplinary stance combining conceptual history, political theory, and parliamentary constitutional history. By doing so, it selects five determining issues: the pervasive discussion about two competing meanings of a democratic state; the rhetorical uses of reform and revolution; conceptual controversies about religious freedom; the disputed idea of property rights; and the functions of parliament and the president of the republic in a semi-presidential regime. The constitutional debate was largely inspired by interwar European constitutionalism which constituent representatives used to update the Spanish constitutional tradition. With that goal in mind, this book is aimed at undergraduate and graduate students and scholars working in the fields of conceptual history, political philosophy, parliamentary history, European political history, and European constitutionalism. Enthusiastic crowds in Paris and Alsace celebrated the return of the 'lost provinces,' but return proved far more difficult than expected. Over the following two decades, politicians, administrators, industrialists, cultural elites, and others grappled with the question of how to make the region French again. Differences of opinion emerged, and reintegration rapidly descended into a multi-faceted struggle as voices at the Parisian centre, the Alsatian periphery, and outside France's borders offered their views on how to introduce French institutions and systems into its lost borderland. Throughout these discussions, the border itself shaped the process of reintegration, by generating contact and tensions between populations on the two sides of the boundary line, and by shaping expectations of what it meant to be French and Alsatian. Borderland is the first comprehensive account of the return of Alsace to France which treats the border as a driver of change. It draws upon national, regional, and local archives to follow the difficult process of Alsace's reintegration into French society, culture, political and economic systems, and legislative and administrative institutions. It connects the microhistory of the region with the 'macro' levels of national policy, international relations, and transnational networks, and with the cross-border flows of ideas, goods, people, and cultural products that shaped daily life in Alsace as its population grappled with the meaning of return to France. In revealing the multiple voices who contributed to the region's reintegration, it underlines the ways in which regional populations and cross-border interactions have forged modern nations.
