La richesse en ressources constitue en effet un facteur clé dans la majeure partie des économies subsahariennes, dont le sol recèle un important potentiel inexploité. Les gisements souterrains de métaux, minerais, pétrole et gaz représentent des sources prépondérantes de recettes publiques et de revenus d’exportation, tout en offrant des possibilités de développement dans la plupart des pays du continent. En dépit de réserves conséquentes, la conversion de la richesse du sous-sol en prospérité durable n’a pas été pas couronnée de succès. Depuis la baisse du prix des matières premières constaté en 2014, la croissance des pays d’Afrique riches en ressources est plus lente que le taux de croissance moyen observé dans la région. Il est donc vital pour son avenir économique que le continent africain puisse tirer profit de ses richesses en ressources naturelles et ainsi favoriser sa transformation économique. Alors que le monde s’éloigne des combustibles fossiles conformément aux engagements pris dans le cadre de l’Accord de Paris, les pays africains riches en ressources voient surgir de nouveaux risques et de nouvelles opportunités. Des estimations récentes suggèrent que 80 % des réserves de combustibles fossiles attestées dans le monde doivent rester enfouies pour atteindre les objectifs de Paris; or, une grande partie de ces réserves «échouées» se situent en Afrique. Pour les nombreuses économies africaines qui dépendent de l’extraction et de l’exportation du pétrole, cette problématique des actifs «échoués», et par là -même, de «nations échouées», a des implications considérables. Mais cette transition énergétique va également avoir pour effet d’augmenter la demande en intrants de matières premières indispensables aux technologies des énergies vertes. La transition entre combustibles fossiles et énergies vertes devrait ainsi générer une demande de 3milliards de tonnes de minerais et de métaux nécessaires au déploiement des technologies à énergie solaire, éolienne et géothermique. Une question se pose alors: comment les économies africaines peuvent-elles pleinement saisir ces opportunités tout en gérant les risques inhérents aux combustibles fossiles, dans un contexte où leur demande est vouée à décroître? Les ressources naturelles, un enjeu clé pour l’avenir de l’Afrique aborde ces thèmes et offre aux décideurs politiques des pistes pour gérer les écueils de l’incertitude au cours des années à venir.

Si l'on veut constituer un réseau international, encore faut-il s'assurer de l'existence d'initiatives similaires à l'étranger et du degré de compatibilité avec elles ; sur les thématiques des sciences du territoire, le GIS ayant lancé de premiers axes de travail mais devant rester ouvert à d'autres axes possibles ; sur la nature de ces "sciences du territoire" : doivent-elles être conçues comme un champ multidisciplinaire, c'est-à-dire comme un ensemble de disciplines scientifiques que l'on confronterait pour comprendre, de manière minimalement harmonisée, la dimension territoriale de leurs objets propres ? Ou doit-on aller jusqu'à considérer qu'il s'agirait d'une discipline scientifique émergente, dont il faudra alors définir les concepts, les lois et les méthodes d'analyse ? Le spectre des disciplines concernées est large, très au-delà des SHS. Car c'est dans la confrontation des SHS avec les sciences de la vie et de la terre, les sciences de santé et les sciences de l'ingénieur (modélisation, systèmes complexes...) que les enjeux théoriques et méthodologiques sont les plus grands. Par exemple, le manque d'échanges entre les physiciens ou mathématiciens qui conçoivent les modèles du changement climatique, et les SHS dédiées à l'impact territorial de ce changement climatique, se traduit par une insuffisante interaction entre les analyses globales et locales. Enfin, au-delà des disciplines scientifiques, comment les sciences du territoire devraient-elles se situer par rapport aux pratiques du développement territorial ? Cette situation a été récemment exacerbée par le violent conflit qui a secoué la région. Dorothy Jackson possède de nombreuses années d’expérience et de travail aux côtés des communautés twas de la région et des femmes twas en particulier. On devine clairement les voix des femmes twas dans ce rapport, qui plaident pour des changements et la reconnaissance de leurs droits – en tant qu’autochtones et en tant que femmes. Malgré la discrimination et la pauvreté qui sont leur lot quotidien, elles sont pleines d’énergie, d’idées et de courage, ce que ce rapport suffit à démontrer. La question foncière est aujourd’hui de premier ordre pour les femmes comme pour les communautés twas. Les Twas étaient traditionnellement dépendants des forêts et des territoires sur lesquelles ils vivaient. Or aujourd’hui, la plupart des Twas sont sans terre. Leur culture et leur existence même sont en danger. Qui plus est, les changements profonds qui affectent aujourd’hui leurs sociétés sont en train de remettre en question le statut traditionnel d’égalité entre hommes et femmes. Ce rapport présente les politiques gouvernementales et les instruments juridiques internationaux relatifs aux droits humains que les Twas et les organisations qui les soutiennent pourraient utiliser au Burundi, en Ouganda, en République démocratique du Congo et au Rwanda. En guise de conclusion, le rapport offre des recommandations aux gouvernements de ces Etats et aux organisations de développement.
