Available in PDF, EPUB and Kindle. Book excerpt: For Latin America, the Cold War was anything but cold. Nor was it the so-called Òlong peaceÓ afforded the worldÕs superpowers by their nuclear standoff. In this book, the first to take an international perspective on the postwar decades in the region, Hal Brands sets out to explain what exactly happened in Latin America during the Cold War, and why it was so traumatic. Tracing the tumultuous course of regional affairs from the late 1940s through the early 1990s, Latin AmericaÕs Cold War delves into the myriad crises and turning points of the periodÑthe Cuban revolution and its aftermath; the recurring cycles of insurgency and counter-insurgency; the emergence of currents like the National Security Doctrine, liberation theology, and dependency theory; the rise and demise of a hemispheric diplomatic challenge to U.S. hegemony in the 1970s; the conflagration that engulfed Central America from the Nicaraguan revolution onward; and the democratic and economic reforms of the 1980s. Most important, the book chronicles these events in a way that is both multinational and multilayered, weaving the experiences of a diverse cast of characters into an understanding of how global, regional, and local influences interacted to shape Cold War crises in Latin America. Ultimately, Brands exposes Latin AmericaÕs Cold War as not a single conflict, but rather a series of overlapping political, social, geostrategic, and ideological struggles whose repercussions can be felt to this day.

Available in PDF, EPUB and Kindle. Book excerpt: “South America is not the poorest continent in the world, but it may very well be the most unjust.” This statement by Ricardo Lagos, then president of Chile, at the Summit of the Americas in January 2004 captures nicely the dilemma that faces Latin American countries in the wake of the transition to democracy that swept across the continent in the last two decades of the twentieth century. While political rights are now available to citizens at unprecedented levels, social and economic rights lag far behind, and the fledgling democracies struggle with long legacies of poverty, inequality, and corruption. Key to understanding what is happening in Latin America today is the relationship between the state and civil society. In this ambitious book, Philip Oxhorn sets forth a theory of civil society adequate for explaining current developments in a way that such controversial neoconservative theories as Francis Fukuyama’s liberal triumphalism or Samuel Huntington’s “clash of civilizations” cannot. Inspired by the rich political sociology of an earlier era and the classic work of T. H. Marshall on citizenship, Oxhorn studies the process by which social groups are incorporated, or not, into national socioeconomic and political development through an approach that focuses on the “social construction of citizenship.”

Available in PDF, EPUB and Kindle. Book excerpt: This book addresses the problems of administrative reform in Third World countries by examining recent reform efforts in Peru, Colombia, and Venezuela. Dr. Hammergren discusses the politics of administrative change and the interaction of the political and technical dimensions of reform in the three countries. The failure of many reform programs, she suggests, can be traced to their conception primarily in technical terms; the neglect of the political dimension encourages a division between the interests dominating the technical, planning stages and the groups needed for implementation. In the case of Third World programs, this division is further aggravated by the impact of external actors on the power base and orientation of national reform planners. While international support helped establish reform programs in the three countries studied, it also dissuaded planners from building ties with other national groups and from broadening and intensifying their political bases. Dr. Hammergren explores the sources of program content in the case studies and the notion of reform success or failure and examines alternative strategies for designing reform programs. Her emphasis is on identifying political, programmatic, and organizational variables that can be manipulated to enhance program implementation and effectiveness.
