Available in PDF, EPUB and Kindle. Book excerpt: The right to vote in regular elections is a fundamental principle of democracy. It constitutes a familiar civic ritual all over the world, yet few participants are probably aware of its long and controversial history. This was especially true of France, the country chosen for this study, which explores a wide range of issues surrounding voting in the context of a specific society. Casting a ballot does not come naturally and learning to vote is a lengthy process, like the achievement of free and fair elections which are open to all adults. An unprecedented experiment with mass voting for males was initiated in France in 1789, only for recurrent upheaval to ensure that the question of who could vote, including women besides men, and how they did so, was frequently addressed and amended. The entire electoral system was a constant source of partisan conflict, popular protest and innovation, throwing issues around the franchise, electoral corruption, spoiling papers and the problem of non-voting into especially sharp focus. This is the first book to explore these practices in a comprehensive fashion, from the perspective of ordinary people, beginning before the French Revolution and concluding with the present day, while according significant space to local as well as national elections. A thematic analysis will assist an understanding of those countries where democracy remains in its infancy, while also offering insight into widespread contemporary concern over declining turnout.

Book excerpt: An extensive and authoritative study that examines the economic, social and political crises of France during the revolution of 1848. Using analysis of original sources and recent research, Fortescue here offers new interpretations of events leading up to and after the second republic was declared. Looking at Louis Philippe's overthrow, the proclamation of manhood suffrage and the unexpected success of the right-wing in the subsequent elections, this book evaluates the political history of France in 1848 and the French political culture of the time. This should be read by all students of nineteenth century history, political scientists and all those with an interest in the historical development of French political culture.

Book excerpt: This book provides a concise and accessible account of the historical experience of European parliaments – why different electoral systems were adopted, how they have functioned, how they have affected the development of political parties, and in what respects they have been found over time to be either suitable or unsatisfactory. The book begins with a summary of the main electoral systems, analysing and re-assessing each in the light of historical experience. The core of the book, however, is a country-by-country account of the systems which have operated in each of the main West European countries, in the context of their own constitutional, political and social developments.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1982, British Dogmatism and French Pragmatism presents an inquiry into how national political and administrative constraints affect the formulation and implementation of local government reform. This comparative study between British and French local politics and policymaking discusses themes like local reorganization in the welfare state; two paths from monarchy to democracy; decisions and non-decisions; can national politics make local policy; fiscal policy and local spending; capital spending and land use; and central-local politics in the welfare state. The author argues that the influence of local government systems cannot be assessed apart from the national political and administrative structures in which they are embedded. This book is a must read for scholars and researchers of political science, public administration and policy making.

Available in PDF, EPUB and Kindle. Book excerpt: In When the French Tried to Be British, J.A.W. Gunn studies the French effort during 1814 to 1848 to adopt the set of common understandings that lent a comparative stability to British government. The institutions of a loyal opposition and disciplined political parties seemed to be implicit in the parliamentary model, but their acceptance foundered on French reluctance to accord legitimacy to political opponents. A sophisticated minority - including such major figures as Chateaubriand, Constant, Mme de Staël, and Guizot - recognized the need for something approaching the British political culture, but the wounds opened by the Revolution could not readily be healed. A more or less complete acceptance of the civil disagreement that was the spirit of the British model had to await the Fifth Republic.
