Esta condición le ha otorgado, al menos en la última década, un poder de negociación importante en sus relaciones comerciales internacionales, ya sea en el ámbito multilateral, a través de las negociaciones en el marco de la Organización Mundial de Comercio, o bien, en sus relaciones bilaterales, mediante los diálogos para concretar acuerdos comerciales preferenciales. Sin embargo, el liderazgo y enfoque de las relaciones comerciales de la Unión Europea con el exterior ha tenido que ser ajustado como resultado de los efectos provocados por la crisis económica y financiera de finales de 2008, la cual, además de haber impactado en la economía global, afectó también los flujos de comercio y la competitividad que la Unión Europea ejercía frente al exterior. Asimismo, propició la aparición y consolidación de algunos países en desarrollo, principalmente las economías emergentes, como actores de gran relevancia en el comercio mundial, haciéndole contrapeso al dominio europeo. Dada la importancia que tiene la actividad comercial para la Unión Europea como componente de su crecimiento económico, la Comisión Europea ha adoptado una serie de estrategias que le permite hacer frente a los efectos de la crisis y seguir posicionando sus bienes y servicios en los mercados internacionales, esencialmente en los países en desarrollo. Al mismo tiempo, ha implementado un conjunto de medidas orientado a mantener su hegemonía e influencia comercial universal y perdurable.
