La Unión Europea ha marcado a los Estados Miembros el reto de adaptar la edificación existente a nuevas exigencias energéticas, estableciendo la necesidad de definir una estrategia a largo plazo para movilizar inversiones en la renovación del parque nacional. A pesar de que España tiene la estrategia mejor valorada, la rehabilitación energética profunda aún no es una práctica extendida. Es necesario continuar el camino a niveles administrativos autonómicos y locales. En este proyecto realizamos una propuesta de un conjunto de indicadores que permitan el diagnóstico físico de la vivienda, a utilizar junto con indicadores socioeconómicos, para la definición de estrategias locales de rehabilitación. Definimos asimismo directrices referentes a la gestión del impulso de la rehabilitación, la consideración del valor histórico y paisajístico de lo existente, y la puesta en valor del espacio público como facilitador de la construcción de los capitales social y simbólico.
