Le Liban, en dépit de toutes ses difficultés – qui continuent d’ailleurs jusqu’à aujourd’hui- a été contraint de suivre ce vaste mouvement, mais à son rythme et à sa manière. Dans cette ère dite de la communication, j’ai souhaité me pencher sur ce dossier pour établir un état des lieux des télécommunications dans mon pays, qui reste un pionnier dans le domaine du développement dans le monde arabe. J’ai donc commencé par exposer la situation à la veille du déclenchement de la guerre civile au moment où le Liban foisonnait de projets et semblait prêt à une restructuration des services publics, ainsi que les dommages subis pendant cette guerre, qui ont aussi constitué un frein à l’essor de ce secteur. Toutefois, les Libanais ont vite réagi pour rattraper le temps perdu, mais des considérations politiques, ainsi que les exigences d’une corruption grandissante entravent plus ou moins les efforts de privatisation et augmentent la méfiance de la population vis-à-vis d’un secteur privé livré à lui-même sans la moindre régulation. J’ai essayé de dresser un état des lieux sans complaisance étayé par une recherche poussée et des interviews inédites des principaux acteurs de ce secteur. Mais ce domaine est en pleine mutation et j’ai essayé de définir les bases d’une privatisation saine, répondant aux attentes des Libanais et conforme à ce modèle un peu particulier que constitue le Liban.

Cependant, le Liban, pays ultra-libéral par rapport à ses voisins, ne peut approcher le processus de privatisation qu'en remplissant certaines conditions. A cette fin, il est essentiel de définir le rôle du gouvernement libanais dans le nouvel environnement industriel et de réformer le cadre juridique et réglementaire. Il est aussi fondamental d'élaborer une stratégie exhaustive, de promulguer la loi sur les télécommunications, de moderniser les procédures administratives et de développer les services. Ainsi, la privatisation qui contribuerait à éteindre la dette et son service reste la meilleure solution dans un tel contexte.
