Estrategia integral para el control y la inserción social de las personas sancionadas penalmente en libertad en el Municipio Centro Habana, sus aportaciones nos introduce verdaderamente a la prevención del delito desde un enfoque general hasta las valoraciones de su impacto y necesidad en la comunidad para lograr una disminución del delito, las ilegalidades e indisciplinas sociales, lo cual permite una mayor cohesión de los actores sociales comunitarios así como un impulso al desarrollo local, se plantea desde los diferentes enfoques tratados la ineficacia del control social informal de los medios de comunicación de masas y las industrias culturales para persuadir contra el delito económico, al formar una conciencia equivocada del daño que hace a la sociedad, se destaca la incorporación de la perspectiva de género en la prevención criminológica de la Fiscalía General de la República cubana pues constituye una herramienta preventiva que permite identificar e incidir en la discriminación, desigualdad y exclusión de las mujeres en el ámbito comunitario. El análisis del enfoque situacional para la prevención del delito, analizando las condiciones ambientales que propician la comisión del crimen. La noción jurídica de víctima de delitos sexuales y se propone en educar desde edad temprana dentro de la familia y la comunidad local para darles a las niñas y niños oportunidad de defenderse de abusos sexuales y denunciar la cultura machista, androcentrista y misógina. El plan estratégico de prevención comunitaria del delito apunta a activar la participación de la comunidad universitaria para controlar las situaciones sociales que facilitan la actividad delictiva, su proyecto recupera los principios democráticos de la participación local, así como, la interrelación entre los vecinos de la comunidad. Se analiza la prevención comunitaria desde una perspectiva a escala local como principal ámbito de organización colectiva en la búsqueda de soluciones eficaces y positivas, principalmente actividades educativas y socioculturales, a los comportamientos antisociales y delictivos. Se valora a la iglesia evangélica como agencia de control social informal, que posibilita la formación de un espacio social homogéneo y por ende más seguro para la comunidad. Importantes reflexiones sobre el papel de la mediación penal en aquella criminalidad empezada a muy temprana edad y la importancia de la prevención del delito que encuentra su máximo nivel de realización con la rehabilitación del criminal en la sociedad. Trascendental la función del Juez de Garantías único aporte del libro que sale del contexto nacional, permitiendo un análisis comparativo de la reinserción social de la persona que está cumpliendo una pena en Cuba con el caso ecuatoriano, aportando un enfoque regional de la justicia; así como, el problema de la responsabilidad civil derivada del delito, que requiere una predisposición proactiva del Juez de Ejecución y del sancionado que replantee la resocialización del infractor también teniendo en cuenta los derechos de la víctima".
