Un tel travail ne prétend pas faire un tour exhaustif de toutes les questions. Néanmoins, il permet d'affirmer tout à la fois la spécificité et la vulnérabilité de la presse quotidienne régionale française. Sur le plan culturel, nos journaux disposent d'un exceptionnel enracinement grâce à la force de leur identité locale. Par contre, à la différence de leurs confrères européens, ils n'ont pas tiré - des nouvelles technologies - tous les gains nécessaires à l'investissement rédactionnel et commercial qui est la priorité confirmée de toute conquête ou reconquête. Puisse ce premier ensemble de réflexions favoriser le dialogue entre les éditeurs, quelle que soit la diversité des cultures. Ainsi, les quotidiens régionaux prouveront-ils que leur contribution à la construction de l'Europe des régions est décisive.

Book excerpt: Media have played an important role in framing the public debate on the “refugee crisis” that peaked in autumn of 2015. This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

The book employs a novel research design for the analysis of foreign policies, which can be used beyond the case of France, by combining the discourse theory of the Essex School with Interpretive Policy Analysis to examine political ideas and how they are organized into a foreign policy identity. On these grounds, the volume undertakes a comparative analysis of parliamentary and executive discourse of President Chirac’s failed attempt at NATO reintegration in the 1990s, Sarkozy’s successful attempt in the 2000s, and the Libyan War. Ostermann depicts French foreign policy and identity as turning away from the European Union, atlanticizing, and losing its American nemesis. As a result, France uses a much more pragmatic, de-unionized, and pro-American strategy to implement foreign policy objectives than before. Offering a new and innovative explanation for a major change in French foreign policy and grand strategy, this book will be of great interest to scholars of NATO, European defense cooperation, and foreign policy.

Book excerpt: The Moment of Liberation in Western Europe, 1943-1948, regards the final two years of World War II and the immediate post-liberation period as a moment in twentieth century history, when the shape and contours of postwar Western Europe appeared highly uncertain and various alternatives and conflicting visions were up for grabs. After close to six years of total war, Nazi terror, and brutal occupation policies, a growing number of Europeans were no longer content solely to fight for national liberation from fascist control. Having staked their lives in military and civilian resistance to Nazism and Italian fascism across the continent, surviving activists were aiming to ensure that such a political and social catastrophe would never befall Europe again. In the closing moments of World War II, hundreds of thousands of antifascist activists had begun to identify with the famous quote penned by the exiled German social theorists, Max Horkheimer, who had boldly proclaimed in early September 1939: 'Whoever is not prepared to talk about capitalism should also remain silent about fascism.' The economic and political elites in prewar societies were increasingly regarded as co-responsible for war, fascism, and occupation policies, from which many had benefited significantly and often enthusiastically. There were extensive popular social movements at work in almost every single state which aimed to construct postwar societies in which grassroots democracy and the free association of rank-and-file activists would replace the profit principle and the top-down Jacobin orientation by traditional elites. This study for the first time reconstructs the parameters of this contest over the shape of postwar Western Europe from a consistently transnational perspective.
