Al despejarse la incógnita de Lisboa, progresivamente se ha ido abriendo paso el optimismo, ratificado además por el acuerdo de los veintisiete en los primeros nombramientos y las primeras reformas. Europa se mueve otra vez, y a una velocidad de vértigo, y los ciudadanos podemos verlo. La primera edición de este libro, que plantea un análisis políticio del Tratado de Lisboa, vio la luz en la primavera de 2008, pocos días antes del primer referéndum irlandés que paralizaría su vigencia. Ahora, en el momento de entrar en vigor, presentamos su segunda edición tras el éxito de la primera. Incluso este trabajo va a publicarse en otros idiomas, estando ya lista para su próxima edición en rumano. Esta segunda edición recoge intacto el texto de la primera, pero además se le han añadido algunas actualizaciones. En primer lugar, se recoge una "Addenda", donde se expone y analiza el proceso político europeo de los años 2008 y 2009, así como los trabajos preparatorios de los últimos meses para la vigencia y aplicación del Tratado de Lisboa. Además, se incluye una bibliografía complementaria, así como nuevos textos políticos, esenciales para comprender las últimas decisiones europeas que han hecho posible que el Tratado de Lisboa se convierta en la base constitucional de la Unión Europea.
