Book excerpt: Panorama of Rural Poverty in Latin America and the Caribbean 2018, published by the Food and Agriculture Organization of the United Nations (FAO), addresses the important challenges faced by the region in developing its rural territories to achieve the targets of the Sustainable Development Goals by 2030, particularly SDG 1 to end poverty in all its forms everywhere. After many years of progress, poverty and extreme rural poverty in the region have started to increase again. This is worrying news for countries of the region and the international community because, if they do not return to the path of rural poverty reduction, millions of people will be excluded from the opportunity to contribute to the development of their families, communities and countries. The 33 Member States of the United Nations in the region have pledged their commitment to eradicating rural poverty by 2030 and, despite the recent trend, it is still possible to achieve this goal. This report also highlights the persistence of significant gaps between rural and urban areas, which is incompatible with sustainable and equitable development. Of the 169 targets of the Sustainable Development Goals, 132 require actions that must be carried out in rural territories.

Some shocks affect their ability to feed and support themselves properly, either temporarily: unemployment, crop failure, and loss of property; or permanently: disability, and skill obsolescence. This report summarises what is known and also what is not known about the sources of risk faced by the rural poor and their coping strategies. It examines the impact of risk and risk-coping strategies on development and the way in which governments and international organisations can assist in dealing with risk and overcoming poverty.

Despite this, there has been little effort to bridge the fields of peasant and poverty studies. Peasant Poverty and Persistence in the Twenty-first Century provides a much-needed critical perspective linking three central questions: Why has peasantry, unlike other areas of non-capitalist production, persisted? Why are the vast majority of peasants poor? And how are these two questions related? Interweaving contributions from various disciplines, the book provides a range of responses, offering new theoretical, historical and policy perspectives on this peasant 'world drama'. Scholars from both South and North argue that, in order to find the policy paths required to overcome peasants' misery, we need a seismic transformation in social thought, to which they make important contributions. They are convinced that we must build upon the peasant economy's advantages over agricultural capitalism in meeting the challenges of feeding the growing world population while sustaining the environment. Structured to encourage debate among authors and mutual learning, Peasant Poverty and Persistence takes the reader on an intellectual journey toward understanding the peasantry.

Available in PDF, EPUB and Kindle. Book excerpt: The majority of the poor and hungry people in the world live on small farms and struggle to subsist on too little land with low input - low yield technologies. At the same time, many other smallholders are successfully intensifying and succeeding as farm businesses, often in combination with diversification into off-farm sources of income. This book examines the growing divergence between subsistence and business oriented small farms, and discusses how this divergence has been impacted by population growth, trends in farm size distribution, urbanization, off-farm income diversification, and the globalization of agricultural value chains. It finds that policy makers need to differentiate more sharply between different types of small farms than they did in the past, both in terms of their potential contributions towards achieving national economic growth, poverty alleviation, and food security goals, and the types of assistance they need. The book distinguishes between smallholders that are business oriented, subsistence oriented, and at various stages of transition to the non-farm economy, and discusses strategies appropriate for assisting each type. The book draws on a wealth of recent experience at IFAD and elsewhere to help identify best practice approaches.

Available in PDF, EPUB and Kindle. Book excerpt: This paper addresses three areas of the rural labor market-employment, labor wages, and agriculture producer incomes. Findings show that the poor allocate a lower share of their labor to farm sectors than the nonpoor do, but still around 70 percent work in agriculture, and the vast majority of rural workers are engaged in the informal sector. When examining nonfarm employment in rural Argentina, findings suggest that key determinants of access to employment and productivity in nonfarm activities are education, skills, land access, location, and gender. Employment analyses show that women have higher probability than men to participate in rural nonfarm activities and they are not confined to low-return employment. Moreover, workers living in poorer regions with land access are less likely to be employed in the nonfarm sector. There is strong evidence that educated people have better prospects in both the farm and nonfarm sectors, and that education is an important determinant of employment in the better-paid nonfarm activities. Labor wage analyses reveal that labor markets pay lower returns to poorer than to richer women and returns to education are increasing with increased level of completed education and income level. And nonfarm income and employment are highly correlated with gender, skills, household size, and education. This analysis also shows a rather heterogeneous impact pattern of individual characteristics across the income distribution, but education is important for all levels of income. Agricultural producer income analyses reveal that producers' income monotonically increases with land size and with completed education level, and positively correlates with road access and use of electricity, fertilizer, and irrigation. Finally, farms operated by women are slightly more productive than farms operated by men.
