La thèse repose d’abord sur une analyse de contenu des points de vue d’une centaine de journalistes professionnels qui furent interviewés en face à face, dans la presse nationale, écrite et audiovisuelle, privée et publique. Elle repose également sur une observation participante : une dizaine de stages dans divers média. Elle analyse de surcroît une vingtaine de chartes ou codes de déontologie, de même qu’elle se fonde sur une brève enquête de certains directeurs d’école de journalisme. La thèse révèle la montée récente des enjeux déontologiques et la bonne volonté des journalistes et de leurs médiateurs pour faire face à cette situation. Elle montre aussi les différences entre les pratiques éthiques concrètes des différents médias, l’impuissance des écoles de journalisme à enseigner l’éthique, l’importance névralgique de l’attitude des patrons de presse envers l’éthique journalistique et parfois les difficultés des journalistes devant certains dilemmes et certaines pressions. Un des enjeux majeurs pour l’avenir est de rendre plus cohérentes les chartes ou codes écrits, les différentes formes de gouvernance de la presse et les pratiques journalistiques.

Book excerpt: Defending ethics in sport is vital in order to combat the problems of corruption, violence, drugs, extremism and other forms of discrimination it is currently facing. Sport reflects nothing more and nothing less than the societies in which it takes place. However, if sport is to continue to bring benefits for individuals and societies, it cannot afford to neglect its ethical values or ignore these scourges. The major role of the Council of Europe and the Enlarged Partial Agreement on Sport (EPAS) in addressing the new challenges to sports ethics was confirmed by the 11th Council of Europe Conference of Ministers responsible for Sport, held in Athens on 11 and 12 December 2008. A political impetus was given on 16 June 2010 by the Committee of Ministers, with the adoption of an updated version of the Code of Sports Ethics (Recommendation CM/Rec(2010)9), emphasising the requisite co-ordination between governments and sports organisations. The EPAS prepared the ministerial conference and stepped up its work in an international conference organised with the University of Rennes, which was attended by political leaders, athletes, researchers and officials from the voluntary sector. The key experiences described in the conference and the thoughts that it prompted are described in this publication. All the writers share the concern that the end result should be practical action - particularly in terms of the setting of standards - that falls within the remit of the EPAS and promotes the Council of Europe's core values.

This report examines the narratives developed by print media in eight European countries and how they contributed to the public perception of the “crisis”, shifting from careful tolerance over the summer, to an outpouring of solidarity and humanitarianism in September 2015, and to a securitisation of the debate and a narrative of fear in November 2015. Overall, there has been limited opportunity in mainstream media coverage for refugees and migrants to give their views on events, and little attention paid to the individuals’ plight or the global and historical context of their displacement. Refugees and migrants are often portrayed as an undistinguishable group of anonymous and unskilled outsiders who are either vulnerable or dangerous. The dissemination of biased or ill-founded information contributes to perpetuating stereotypes and creating an unfavourable environment not only for the reception of refugees but also for the longer-term perspectives of societal integration.

This tabloidization of the news media, both here and abroad, has proved that "the market" cannot insure media quality. In a democracy, for media to function well, they must be free of both political and economic muzzling. The only solution is to add self-regulation, or quality control, by professionals and public to the other two forces, the market and state regulation. In this controversial volume, Claude-Jean Bertrand sets out to define a set of accountability systems--democratic, efficient, and harmless--to insure true freedom and quality of media. This brief, highly literate volume focuses not on philosophical foundations of media ethics or case stories, but on what is now missing in the codes. Many books deal with media ethics but few deal with accountability. Media Ethics and Accountability Systems zeroes in on the many nongovernmental methods of enforcing "quality control," and on the difficulty of getting the media microcosm to accept such accountability. To remedy this lack, Bertrand proposes rethinking existing "media accountability systems," some 30 to 40 in number, and creation of new ones. A conventional wisdom has emerged since the election of Donald Trump in 2016 that new technologies and their manipulation by foreign actors played a decisive role in his victory and are responsible for the sense of a "post-truth" moment in which disinformation and propaganda thrives. Network Propaganda challenges that received wisdom through the most comprehensive study yet published on media coverage of American presidential politics from the start of the election cycle in April 2015 to the one year anniversary of the Trump presidency. Analysing millions of news stories together with Twitter and Facebook shares, broadcast television and YouTube, the book provides a comprehensive overview of the architecture of contemporary American political communications. Through data analysis and detailed qualitative case studies of coverage of immigration, Clinton scandals, and the Trump Russia investigation, the book finds that the right-wing media ecosystem operates fundamentally differently than the rest of the media environment. Book excerpt: Misinformation Policy in Sub-Saharan Africa is a single volume containing two research reports by eight authors examining policy towards misinformation in Sub-Saharan Africa. The volume first examines the teaching of ‘media literacy’ in state-run schools in seven Sub-Saharan African countries as of mid-2020, as relates to misinformation. It explains the limited elements of media and information literacy (MIL) that are included in the curricula in the seven countries studied and the elements of media literacy related to misinformation taught in schools in one province of South Africa since January 2020. The authors propose six fields of knowledge and skills specific to misinformation that are required in order to reduce students’ susceptibility to false and misleading claims. Identifying obstacles to the introduction and effective teaching of misinformation literacy, the authors make five recommendations for the promotion of misinformation literacy in schools, to reduce the harm misinformation causes. The second report in the volume examines changes made to laws and regulations related to ‘false information’ in eleven countries across Sub-Saharan Africa 2016-2020 from Ethiopia to South Africa. By examining the terms of such laws against what is known of misinformation types, drivers and effects, it assesses the likely effects of punitive policies and those of more positive approaches that provide accountability in political debate by promoting access to accurate information and corrective speech. In contrast to the effects described for most recent regulations relating to misinformation, the report identifies ways in which legal and regulatory frameworks can be used to promote a healthier information environment.
