Su objetivo es analizar y comparar el rol de las oposiciones en diversos tipos de régimen, donde los democráticos se establecen en el centro de atención. Se abordan los principales derroteros teóricos, se sitúa a la oposición como un agente institucional y se examina el grado de avance sobre su estudio. La segunda parte enmarca a la oposición política en el sistema institucional español, al tiempo que se exploran y distinguen las causas del consenso parlamentario durante la transición, la nueva democracia y la consolidación de ésta. Finalmente, la tercera parte representa el aspecto empírico del trabajo. Se buscan las razones del consenso entre gobierno y oposición en materia parlamentaria durante las siete legislaturas del periodo democrático. Las variables con las que se pretende explicar dicho consenso son la relación de poder entre gobierno y oposición (tipo de gabinete), los promoventes de las iniciativas (gobierno, entidades autonómicas, grupos parlamentarios minoritarios, oposición, etcétera), el contenido o las materias de las leyes (derechos fundamentales, asuntos jurídicos, instituciones, integración territorial y exteriores, régimen electoral-partidos) y la disposición de gobierno y opositores para establecer intercambios políticos.

En contraste con los partidos de la transición, que fueron capaces de alinearse con los votantes y ajustarse a sus preferencias, los protagonistas de la escena política desde 2015 han tratado de que sean los votantes los que se adapten a sus estrategias, dando lugar a investiduras fallidas, repeticiones electorales y bloqueos políticos. Hemos pasado así de un bipartidismo imperfecto a un bibloquismo cada vez más polarizado, a riesgo de regresar a situaciones de confrontación y exclusivismo que dábamos por superadas. En consecuencia, los partidos se muestran incapaces de abordar los principales problemas ciudadanos y España pierde posiciones en el ranking europeo.
